The artificial intelligence powerhouse OpenAI has lodged a formal complaint, asserting that a Chinese AI startup, DeepSeek, has engaged in unauthorized
replication of its sophisticated models. In a communication directed towards United States lawmakers, OpenAI outlined its belief that DeepSeek has employed unconventional and advanced techniques to duplicate their AI capabilities, ostensibly for its own developmental purposes. This significant accusation emerges at a critical juncture, as DeepSeek is reportedly on the cusp of unveiling a new, more potent iteration of its AI model, timed with the Lunar New Year. The memo details a specific strategy, termed 'distillation,' where a more capable, pre-existing AI model is utilized to scrutinize and refine the outputs of a newer model. This process effectively transfers the sophisticated knowledge and performance characteristics of the older model to enhance the newer one. Furthermore, OpenAI stated it had documented instances where individuals associated with DeepSeek were actively working to circumvent its protective measures, including gaining access through indirect network pathways, to obtain proprietary models.

The memo also reiterated OpenAI's significant investment in bolstering the United States' AI infrastructure through its ambitious 'Stargate Project.' This initiative involves substantial financial commitments towards advancements in chip manufacturing, energy generation and distribution networks, and the expansion of data center capacities. The ultimate goal is to precisely determine which nations possess the capabilities to develop and deploy state-of-the-art AI systems. OpenAI explicitly stated its objective: "This is why we're investing through our Stargate Project to expand US AI infrastructure to 10 GW by 2029." Beyond infrastructure, OpenAI underscored the paramount importance of maintaining fair and open competition within the AI sector. "But we are equally focused on ensuring a level playing field, one where the People's Republic of China (PRC) can't advance autocratic AI by appropriating and repackaging American innovation," the memo emphasized.
