Mandatory Safety Upgrades
Karnataka's tourism sector is undergoing a significant regulatory overhaul aimed at bolstering traveler safety. In response to recent security concerns,
the state government has introduced a series of mandatory upgrades for all registered homestays and bed-and-breakfast establishments. These establishments are now required to prominently display their licenses and certificates at their entrances, ensuring transparency and easy verification for guests. The core of these new rules focuses on creating a more secure and regulated environment for tourists, addressing past lapses in monitoring. Authorities are emphasizing that operating without proper registration is illegal and will result in punitive action. This proactive approach is designed to enhance the overall integrity of the hospitality sector and reassure visitors about their well-being while exploring the state.
Enhanced Surveillance & Verification
To ensure robust security, all accommodation providers must now implement comprehensive staff background checks, verifying their credentials with local police stations. Furthermore, the installation of CCTV cameras is no longer optional; these systems are compulsory in all reception areas. Recorded footage must be diligently preserved for a minimum of 30 days, providing a crucial resource for any potential investigations. In a move to integrate accommodation security with law enforcement, registered properties will be linked to the police e-beat system. This allows police officers to conduct physical checks of guest records and log their visits using GPS, thereby establishing a precise, timestamped audit trail of their activities. Operators are also obligated to maintain detailed guest registers and furnish them to the police upon request. Crucially, emergency helpline numbers, such as 112, must be clearly displayed, with the expectation that calls from these establishments may receive prioritized rapid response from authorities.
Addressing Past Incidents
The recent implementation of these enhanced safety measures is a direct response to concerning incidents that have highlighted vulnerabilities within the existing homestay framework. A notable case in Koppal district in March 2025, and more recently, the distressing rape of an American tourist in Kodagu, served as stark catalysts for change. In the Kodagu incident, it was revealed that the staff member involved had been employed at the property for several years, underscoring a potential failure in the vetting process. The homestay owner was subsequently arrested on April 22nd under the Bharatiya Nyaya Sanhita for allegedly concealing information and shielding the accused employee. Both the owner and the worker were remanded to judicial custody until May 3rd, illustrating the seriousness with which such offenses are now being treated by the authorities. These incidents have underscored the urgent need for a more stringent and proactive safety protocol.
