Goa's Chief Minister, Pramod Sawant, has presented the Viksit Bharat-G RAM G scheme as a transformative move for the state's rural landscape. This initiative
is envisioned to uplift rural livelihoods by enhancing infrastructure, improving water resource management, and fostering enduring economic opportunities throughout Goa's villages. Sawant emphasized that the scheme is a crucial step towards achieving the Viksit Bharat 2047 goal, underlining its importance under Prime Minister Narendra Modi's leadership. Furthermore, Sawant highlighted that the scheme would boost the rural economy by strengthening the employment guarantee framework while constructing lasting assets within villages, aiming for a comprehensive and sustainable transformation of rural Goa.
Scheme's Core Aims
The Viksit Bharat–G RAM G scheme, framed as a significant advancement, intends to improve the existing employment guarantee structure while establishing durable assets within villages. The focus is to build capabilities in sectors such as water security and core rural infrastructure, alongside expanding opportunities for both women and farmers. This initiative is designed to be inclusive, ensuring that every rural household benefits from its provisions. The CM also specified that the state government is actively working with local panchayats to ensure the smooth and effective implementation of the scheme at the grassroots level, focusing on practical execution and benefit delivery.
Addressing Concerns
The Chief Minister addressed opposition concerns by clarifying that the scheme doesn't intend to replace or undermine the existing MGNREGA. Instead, it aims to enhance planning, delivery, and accountability within the framework of rural employment programs. The clarification came amidst criticisms and alleged misinformation spread by the opposition, which claimed the government was weakening MGNREGA. Sawant rebutted these allegations, stating the scheme reinforces the employment guarantee, creates permanent assets, and expands opportunities for the rural populace. Opposition's Stance
The opposition, particularly the Congress party, has voiced strong criticisms, alleging that the government is dismantling the MGNREGA scheme. A nationwide campaign, the "MGNREGA Bachao Sangram," was launched to protect what the opposition views as a crucial lifeline for millions. Their core argument is that the government is undermining the constitutional rights related to work, wages, and accountability. The Congress general secretary, Jairam Ramesh, announced this movement, stating its goal is to reach 2.5 lakh gram panchayats and crores of people across India. The opposition's stance highlights the contrasting viewpoints regarding the future of rural employment and social welfare programs.
Key Scheme Features
The Viksit Bharat–G RAM G Act, set to replace MGNREGA, extends guaranteed rural wage employment to 125 days per household.
