The Food Safety and Standards Authority of India (FSSAI), operating under the Ministry of Health and Family Welfare, has put forth a draft notification
proposing crucial updates to the Food Safety and Standards (Packaging) Regulations from 2018. This amendment specifically targets the packaging practices employed for pan masala. The core of this proposal is to broaden the array of recommended packaging materials for pan masala, introducing naturally derived options such as paper, paperboard, cellulose, and similar substances. These materials are already well-regarded for their effectiveness in food packaging and their capacity to adapt to the evolving demands of the industry. Importantly, the draft emphasizes that any chosen packaging material must adhere to all relevant regulatory standards, thereby guaranteeing the safety, quality, and overall integrity of the product contained within. This proactive step by FSSAI underscores a commitment to fostering a more sustainable food packaging landscape across India, balancing environmental consciousness with industry practicality and consumer well-being.
Material Focus & Flexibility

Specifically, the packaging must be entirely free from plastic components, which includes a broad range of materials such as polyethylene, polypropylene, polyester, PVC, and any synthetic polymers, copolymers, or laminates. Furthermore, the use of aluminium foil or metallized layers is also prohibited under these new guidelines. This stringent exclusion aligns directly with the principles and requirements set forth in the Plastic Waste Management Rules of 2016, reinforcing India's broader commitment to tackling plastic pollution and promoting a circular economy for waste management.
