Many diners have recently encountered unexpected additions like 'LPG charges' or 'gas charges' on their final restaurant bills. This practice, amplified
by a national LPG crisis affecting businesses, has caused considerable consumer confusion and dissatisfaction. Following a surge of complaints channeled through the National Consumer Helpline and reported in the media, the Central Consumer Protection Authority (CCPA) has officially intervened. The authority has acknowledged the growing trend of hotels and restaurants levying these additional fees, which often appear over and above the listed menu prices and applicable taxes, prompting a definitive response to protect consumer interests.
Government Intervention and Ruling
The Central Consumer Protection Authority (CCPA) has issued a decisive statement on March 25, 2026, addressing the contentious practice of adding separate LPG or gas charges to consumer bills. The CCPA has classified these extra fees, including 'LPG charges,' 'gas surcharge,' and 'fuel cost recovery,' as constituting unfair trade practices under the Consumer Protection Act of 2019. This ruling emphasizes that the fundamental operational costs, such as fuel (LPG) and electricity, are integral components of running a food establishment. Consequently, these costs are expected to be inherently factored into the pricing of menu items, rather than being passed on to consumers as mandatory, separate charges. The authority has directed that such practices must cease, warning of stringent actions against any establishments found in violation of this directive.
Understanding Consumer Rights
Based on a thorough analysis of consumer grievances and media reports, the CCPA has underscored that the prices displayed on menus should encompass all operational expenses. Levying additional, mandatory charges for essentials like LPG is explicitly deemed an unfair trade practice, as defined by Section 2(47) of the Consumer Protection Act, 2019. This means that restaurants and hotels are prohibited from automatically adding these costs to your bill. Consumers have the right to expect that the price they see on the menu, plus taxes, is the total they should pay for their food and beverages. The CCPA's advisory, issued under Section 10 of the Act, serves as a clear mandate to ensure fair dealings and prevent businesses from misleading consumers with hidden or additional charges.
