In response to recent tragic events, Jammu and Kashmir authorities have implemented an innovative QR code-based identification system across key tourist
destinations, with Pahalgam being a primary focus. This proactive measure, introduced following a devastating terror attack in April 2025 that claimed numerous lives, is designed to significantly enhance the safety and security of visitors. The system aims to create a digital ecosystem where individuals providing services to tourists, such as pony operators, photographers, shopkeepers, and other vendors, are rigorously vetted. Approximately 25,000 such service providers in popular Kashmiri tourist locales will be brought under this new digital umbrella, ensuring that every interaction a tourist has is with a verified and trustworthy individual, thereby rebuilding confidence in the region as a safe travel destination. This move is expected to reassure travelers and encourage a more secure experience for everyone visiting the picturesque landscapes of Jammu and Kashmir.
Verified Service Providers
The core of this new safety initiative involves a comprehensive vetting process for all individuals operating within the tourism sector. Each service provider must undergo a thorough police background check and complete an Aadhaar-linked registration. Upon successful verification, they are issued a unique QR code. Tourists can easily scan this code using their smartphones, which instantly reveals crucial details about the provider. This includes their full name, contact number, residential address, and confirmation of their registration and police verification status. This transparency allows tourists to make informed decisions and ensures they are engaging with legitimate professionals. The system has been deployed at numerous high-traffic points, including 17-18 key locations in Pahalgam and a similar number of checkpoints at other popular tourist sites, with strict enforcement of QR code checks to prevent unauthorized individuals from operating.

Beyond just tourist reassurance, the QR code system serves a dual purpose by enhancing accountability and improving oversight for security agencies. The digital documentation of all stakeholders within the tourism industry provides a clear record, making it easier for authorities to monitor activities and quickly identify any suspicious presences in sensitive areas.
