Goa is embarking on a significant initiative to redefine its tourism landscape by developing a dedicated eco-tourism policy. The state government, through
its Tourism Minister Rohan Khaunte, has announced its commitment to crafting this policy, which is currently under development. This forward-thinking approach involves a thorough study of internationally recognized eco-tourism models and global best practices. The objective is to meticulously adapt these successful strategies to suit Goa's unique ecological systems and its rich socio-cultural fabric. By doing so, the state aims to elevate its status and firmly establish itself as one of India's premier destinations for eco-conscious travel, fostering a balance between attracting visitors and safeguarding its pristine environments. This policy is envisioned as a cornerstone for responsible tourism in the region.
Collaborative Policy Crafting
The development of Goa's eco-tourism policy is being approached with a spirit of inclusivity and collaboration. Minister Rohan Khaunte has emphasized that the views of all 40 Members of the Legislative Assembly (MLAs) will be solicited, alongside input from various stakeholders. This broad consultation process is designed to ensure that the final policy is robust, well-rounded, and addresses the diverse concerns and perspectives within the state. Once the draft policy is ready, elected representatives will be formally invited to contribute their insights and suggestions. Advisories are being disseminated through a variety of social and marketing platforms, providing clear guidance on the do's and don'ts for navigating eco-sensitive areas. The aim is to instill a deep understanding of the importance of environmental protection and encourage responsible behavior. Addressing Concerns & Safeguards
The proposed eco-tourism policy has also prompted important discussions and raised pertinent questions from legislative members. Curtorim MLA Aleixo Reginaldo Lourenco has sought clarity on which specific areas have been identified for eco-tourism development and whether comprehensive studies have been conducted. He has voiced a significant caution, highlighting the potential for new construction projects in the name of eco-tourism to inadvertently damage natural habitats. Lourenco stressed the need for assurance that fragile areas will be rigorously protected. Similarly, Leader of Opposition Yuri Alemao has inquired about the timeline for policy release and whether limits will be imposed on tourist numbers, vehicles, and commercial activities in sensitive zones. Alemao also urged for an audit and legal safeguards to prevent overcrowding, underscoring the need for meticulous planning and regulatory oversight to ensure genuine sustainability.
Local Empowerment & Rural Tourism
A key objective of promoting eco-tourism in Goa is to foster local employment and encourage the growth of rural tourism, thereby steering clear of the pitfalls of overtourism. The state boasts over 200 homestays, many of which are managed by women who have become invaluable 'tourist ambassadors' for Goa. This model not only generates economic opportunities within local communities but also offers visitors a more authentic and intimate experience of Goan culture. The emphasis on rural tourism and homestays aims to distribute the benefits of tourism more equitably, empowering local residents and preserving the unique character of villages. Benaulim MLA Venzy Viegas has further reinforced the need for scientific mapping of tourism sites, advocating for data-driven approaches to site selection and management to ensure ecological integrity and optimize visitor experiences.
