Digital Census Begins
In a landmark initiative for national data collection, India's Census 2027 is set to introduce a groundbreaking digital self-enumeration feature, allowing
citizens to participate directly in the process. This innovative approach signifies a major shift towards modernizing census operations. The first phase of this new system will roll out in Maharashtra, commencing on May 1st, coinciding with Maharashtra Day. This marks a significant step in how the nation gathers vital demographic and housing information, empowering individuals to contribute from the comfort of their homes. The introduction of this digital option is designed to streamline data collection and enhance accuracy, making the census process more accessible and efficient for everyone involved.
Self-Enumeration Window
Maharashtra will observe a dedicated 15-day period for voluntary self-enumeration, running from May 1st to May 15th. During this time, households are encouraged to log onto a specially developed web portal to submit their housing details. This user-friendly platform, created by the Office of the Registrar General & Census Commissioner, India, offers a secure and flexible method for participation. Completing the self-enumeration is estimated to take a single household member approximately 15-20 minutes. Upon successful submission, a unique Self-Enumeration ID (SE ID) will be generated and dispatched to the registered mobile number or email address. It is important to note that no documents are required for upload during this initial digital phase.
Door-to-Door Verification
Following the self-enumeration window, census officers will conduct comprehensive door-to-door visits across Maharashtra from May 16th to June 14th. This crucial phase serves a dual purpose: verifying the information submitted by individuals who opted for self-enumeration and collecting data manually from those who did not participate in the digital process. This ensures that all households are accounted for and that the collected data is accurate and complete. The Chief Principal Census Officer of Maharashtra, Dr. Nirupama J. Dange, emphasized that self-enumeration is entirely optional. For households that do not self-enumerate, there is no cause for concern, as enumerators will diligently visit every home to gather the necessary information during the scheduled period.
Confidentiality Assured
Dr. Nirupama J. Dange also provided strong assurances regarding the confidentiality of personal information gathered during the census. She explicitly stated that all data collected will be treated with the utmost discretion and will not be shared for any purpose beyond the census itself. This includes protecting information from police investigations, judicial inquiries, Right to Information (RTI) requests, or any other form of government verification. This commitment to privacy aims to build trust and encourage citizens to come forward voluntarily and provide their information without hesitation. The census questionnaire will consist of 33 questions, and only one representative from each household needs to complete the submission.
Future Census Phases
Looking ahead, the state's Chief Principal Census Officer, D. Nirupama Dange, announced that a caste-based census is planned for the second phase of the national enumeration, tentatively scheduled for February 2027. This upcoming phase will build upon the foundation laid by the initial housing census and the innovative self-enumeration process. The Directorate of Census Operations, Maharashtra, confirmed that while the first phase focuses on housing and general household details, the subsequent phase will delve into caste-related data. This layered approach aims to provide a comprehensive and detailed understanding of the population and its diverse composition, ensuring that the census provides a holistic picture for future planning and policy-making.
