Intensified Inspections Underway
The Food Safety and Standards Authority of India (FSSAI) has mandated state food safety departments to significantly ramp up their oversight and inspection
activities. This directive focuses on identifying and eradicating the production and sale of counterfeit or impure paneer. The enforcement efforts will span the entire journey of paneer, from its initial manufacturing stages through to distribution networks and finally to retail points. The primary objective is to systematically prevent any non-dairy or substandard alternatives from infiltrating the market and being presented as genuine paneer, particularly targeting areas where regulatory adherence has been historically less robust. This concentrated approach aims to ensure that only legitimate, milk-based paneer reaches consumers across the country.
Revised Labelling Standards
Alongside the intensified enforcement, the FSSAI is also committed to establishing more precise guidelines for product labelling. This move is designed to clearly differentiate between authentic dairy paneer and its plant-based or vegetable oil-based imitations. Under the proposed new regulations, products manufactured using vegetable oils or any non-dairy ingredients will be prohibited from using the "paneer" label. Instead, these products will need to be categorized and marketed under distinct designations that accurately reflect their composition. This initiative seeks to promote greater transparency in the market, empowering consumers with the knowledge of precisely what they are purchasing, whether it's traditional dairy paneer or a plant-based analogue. This approach aligns with existing regulations in other food categories, such as distinguishing between "ice cream" and "frozen desserts" based on their fat content.
Combating Adulteration Practices
This decisive action by the FSSAI stems from recurring discoveries of adulteration within the dairy product sector. Previous investigations have exposed instances where paneer was being made using materials such as vegetable oils, starches, and artificial additives instead of pure milk. The current nationwide campaign is specifically designed to confront and dismantle these fraudulent practices through a strategy of sustained and focused enforcement. The emphasis is on consistent monitoring and targeted checks, rather than sporadic interventions. This approach is deemed crucial for addressing the pervasive issues, especially within the unorganized sector, which represents a substantial portion of paneer production and where adherence to quality standards can be particularly challenging.
Collaborative Monitoring System
To ensure the effectiveness and continuity of these enforcement drives, the FSSAI is establishing a framework for ongoing monitoring in close collaboration with state authorities. This system will move away from occasional crackdowns towards a model of regular reporting and meticulous compliance tracking. By doing so, regulatory bodies can more efficiently identify any violations and promptly initiate necessary actions. This increased accountability at the state level is expected to foster a more diligent follow-through on enforcement initiatives, thereby strengthening the overall regulatory landscape and ensuring sustained improvements in product quality and authenticity across the nation.
