A Warning Shot from the Top
In mid-July, the Department of Space (DoS) issued an internal memorandum that sent a clear signal of high-level concern. The memo noted a recent “spate of requests for voluntary retirement and resignation” from senior scientific and technical personnel,
which was “severely impacting the implementation of projects of national importance”. In response, the government has tightened the rules, instructing ISRO centre directors not to routinely accept resignations from staff working on strategic missions like Gaganyaan. Instead, these requests will now be escalated to the Department of Space for a final decision, a move designed to staunch the outflow of critical expertise.
The Brain Drain Dilemma
The memo was triggered by the departure of over 100 scientists in recent months, a significant loss of institutional knowledge. While ISRO has a workforce of over 14,000, these are not junior-level exits. The attrition is concentrated among senior Group 'A' personnel, with some reports indicating that key hubs like the U R Rao Satellite Centre in Bengaluru and the Vikram Sarabhai Space Centre in Thiruvananthapuram have been hit hard. Among those who have reportedly left are senior figures associated with the Chandrayaan-3 mission, the LVM3 heavy-lift rocket, and the Space Docking Experiment (SpaDeX), all vital components of India's space infrastructure.
The Powerful Pull of the Private Sector
The primary driver behind this exodus is the meteoric rise of India's private space industry. Since the sector was opened to private participation, a vibrant ecosystem of startups like Skyroot Aerospace, Agnikul Cosmos, and Pixxel has emerged. These companies are aggressively recruiting experienced hands, offering significantly higher salaries, stock options, and dynamic work environments that are free from the hierarchies of a government organisation. For many veteran ISRO scientists, these private firms offer a chance to take on leadership roles and work on cutting-edge technology with fewer bureaucratic hurdles, a compelling proposition that ISRO's pay scales and service rules struggle to compete with.
Which Missions Are at Risk?
The government's intervention focuses squarely on protecting “strategically important” projects. Chief among these is Gaganyaan, India's ambitious human spaceflight programme, which requires immense, specialised expertise that cannot be easily replaced. The loss of key personnel could jeopardize timelines and the complex safety protocols essential for sending astronauts into orbit. Other vital projects potentially affected include future lunar and Mars missions like Chandrayaan-4 and Mangalyaan-2, and the development of the Bharatiya Antariksh Station, India's planned space station. The memo underscores the fear that losing experienced leaders could create a domino effect, delaying a whole generation of flagship missions.
More Than Just a Memo
While restricting resignations provides a temporary stopgap, experts and former officials warn that it is not a long-term solution. Administrative blocks on leaving could harm morale if the root causes are not addressed. The challenge for ISRO and the government is to modernise its retention policies. This includes addressing the significant pay gap with the private sector, creating faster paths for career advancement, and ensuring the work culture remains dynamic and rewarding. This talent drain, while a crisis, is also a reflection of the success of India’s space ecosystem. The challenge now is to ensure the parent organisation, ISRO, is not left behind as its offspring thrive.
