What Sparked the Privatisation Fears?
Concerns about privatisation grew from the government's ongoing space sector reforms, which began in 2020. These reforms are designed to boost private sector involvement in space activities, leading to speculation that ISRO's core functions could be handed
over to corporate entities. The discussion intensified after statements suggested private companies would eventually take over manufacturing launch vehicles and operating spaceports. This led to genuine concerns among ISRO employees, who sought formal clarity on the agency's future and the implications for its workforce.
ISRO's Decisive Clarification
In response, ISRO has stated unequivocally that it is not being privatised. ISRO Chairman V Narayanan and other officials have called the speculation "baseless and incorrect," assuring that the agency will remain a government organisation at the heart of India's space endeavours. Narayanan acknowledged the staff's concerns as genuine and made it a point to clarify that the goal is to expand India's space ecosystem, not diminish ISRO. The agency stressed that what is changing is not its importance, but "the scale and structure of India's space ecosystem."
Partnership, Not Privatisation
The core of the new policy is partnership. The reforms aim to distinguish between privatising a national asset and enabling private companies to participate in the space economy. ISRO has a long history of working with Indian industry; nearly 80% of its launch program budget already flows to around 450 private companies. The new framework simply formalises and expands this collaboration. The goal is to grow India's slice of the global space market, which currently stands at less than 2%, to an ambitious $44 billion by 2033. Officials argue this target cannot be met by ISRO alone and requires private capital and industrial capacity.
A New Role for a New Era
Under the new structure, ISRO will transition away from routine manufacturing and operations. Instead, it will concentrate its world-class scientific talent on pushing the frontiers of space exploration. This includes advanced research and development, deep-space missions to the Moon and Venus, human spaceflight programs like Gaganyaan, and developing next-generation launch vehicles. Mature technologies, like the manufacturing of the Polar Satellite Launch Vehicle (PSLV), will be transferred to private firms to scale up production and commercialise these services. This division of labour allows ISRO to focus on innovation while private players drive industrial growth.
The Role of IN-SPACe and NSIL
To manage this new ecosystem, the government has established two key bodies. The Indian National Space Promotion and Authorisation Centre (IN-SPACe) acts as a single-window agency to facilitate and authorise the activities of private companies in the space sector. NewSpace India Limited (NSIL), a public sector undertaking, serves as the commercial arm, tasked with commercialising technologies developed by ISRO and managing service demands. This clear demarcation of roles ensures ISRO can remain focused on its scientific mandate while IN-SPACe and NSIL foster a burgeoning private space industry, which has already grown from a handful of startups in 2020 to over 450 today.
