A Strategic Move for a Trusted AI Ecosystem
In a decisive step to build a safer and more trustworthy digital environment, the Indian government has approved 13 Responsible AI projects to be developed at leading educational institutions. This initiative is part of the 'Safe & Trusted AI' pillar
of the ambitious IndiaAI Mission, which was approved in March 2024 with a significant outlay of over ₹10,000 crore. According to the Ministry of Electronics and Information Technology (MeitY), the objective is to maintain an “open, safe, trusted and accountable” cyberspace. This move represents a shift from simply creating regulations to actively funding the creation of indigenous tools that can protect citizens from the harms of manipulated digital content. By investing in homegrown solutions, India aims to build a comprehensive AI ecosystem that fosters innovation while addressing the associated risks.
Why Deepfakes Are Public Enemy Number One
While the projects cover a range of AI safety issues, the emphasis on deepfake detection is unmistakable and urgent. Deepfakes—hyper-realistic but entirely fabricated videos, images, or audio clips created by AI—pose a severe threat. They can be used to perpetrate financial scams, create non-consensual intimate imagery, spread disinformation to manipulate public opinion, and even impersonate senior executives or political figures. In response to this growing threat, the government has not only funded new detection tools but also tightened regulations. Amendments to the IT Rules in February 2026 now mandate that social media platforms must remove unlawful content, including harmful deepfakes, within three hours of being notified, a drastic reduction from the previous 36-hour window. This dual approach of technological development and strict regulation shows how seriously the threat is being taken at the highest levels.
More Than Just Detecting Fakes
Although deepfake detection is a headline-grabbing priority, the 13 approved projects have a broader mandate for ensuring AI is developed responsibly. The initiatives span several critical areas, including mitigating bias in AI algorithms, particularly in sensitive sectors like healthcare, and developing 'privacy-preserving' AI models that can learn from data without compromising individual privacy. Other focus areas include machine unlearning (the ability to make a model 'forget' certain data), explainability (making AI decisions transparent), and overall AI risk assessment. Key projects announced include 'Saakshya', a deepfake detection framework from IIT Jodhpur and IIT Madras; 'AI Vishleshak' for audio-visual forgery detection; and a real-time voice deepfake detection system from IIT Kharagpur. This wider scope ensures India is building a holistic framework for AI safety, not just a single-point solution.

This investment in Responsible AI is more than a defensive measure; it is a foundational strategy for India's economic future. For the country to fully leverage the power of AI for growth in sectors from agriculture to finance, there must be widespread public trust in the technology. By proactively building the guardrails to prevent misuse, the government is creating a safer environment for both citizens and businesses. This fosters confidence and encourages broader adoption of AI tools and services. Furthermore, by developing its own tools and frameworks suited to India's unique linguistic and social context, the country reduces its reliance on foreign technology and positions itself as a key contributor to global AI governance. These projects, combined with recent regulatory changes, signal a mature, structured approach to ensuring that as India builds its AI capabilities, it does so in a way that is secure, fair, and accountable.
