Indian Railways has rolled out a significant update to its passenger services, extending its optional travel insurance scheme to tickets purchased at physical reservation counters. This move creates parity between offline and online bookings.
A Unified Insurance Option for All Passengers
Effective
October 27, 2026, passengers booking reserved train tickets at Passenger Reservation System (PRS) counters can now opt for travel insurance, a facility previously available only to those booking online via the IRCTC website or app. This change, mandated by a Supreme Court directive, ensures that all passengers with reserved tickets have equal access to a crucial safety net, regardless of their booking method. The move is a significant step towards inclusivity, benefiting millions who rely on counter bookings, including those in rural areas or individuals less comfortable with digital platforms. The terms and conditions for the insurance will now be identical for both online and counter-ticket passengers.
How to Opt-In at the Counter
To avail the insurance, passengers must indicate their preference while filling out the reservation form at the PRS counter. A valid mobile number is mandatory, as policy details and a link to provide nominee information will be sent via SMS and email directly from the insurance company. A key requirement is that the payment for the ticket and the nominal insurance premium must be made digitally. This is because the premium amount of 45 paise cannot be transacted in cash, as fractional coins are no longer legal tender. Passengers can use UPI, debit cards, credit cards, or QR codes for payment. Those paying entirely in cash will not be able to opt for the insurance.
Coverage Details and Cost
The optional insurance comes at a minimal cost of just 45 paise per passenger, inclusive of all taxes. For this nominal fee, the policy provides substantial coverage in the event of a train accident or other untoward incidents during the journey. The benefits include financial compensation of up to ₹10 lakh for death or permanent total disability, up to ₹7.5 lakh for permanent partial disability, and up to ₹2 lakh for hospitalisation expenses. Additionally, the policy provides ₹10,000 for the transportation of mortal remains.
Who is Eligible for the Scheme?
The Optional Travel Insurance Scheme (OTIS) is available to all Indian citizens booking a reserved ticket, including those with Confirmed (CNF), Reservation Against Cancellation (RAC), and partially confirmed tickets. It covers all passengers listed under a single PNR if the option is selected at the time of booking. Passengers travelling on unreserved or general class tickets are not covered by this scheme. Children aged five and above are eligible, but children below the age of five, who travel without a booked ticket, are not covered.
Why This Change is Important
This policy alignment was driven by a Supreme Court order aimed at closing the gap between digital and physical booking experiences. The court highlighted the need to provide coverage for all sections of society, especially those who rely on counter services. Previously, the lack of an insurance option at counters created a disparity, leaving many passengers without access to financial protection in case of an accident. By mandating digital payment for the premium, the Railways has found a workaround for the logistical issue of collecting a sub_one_rupee amount in cash. This standardisation modernises the counter booking process and enhances passenger welfare across the entire network, making travel safer and more equitable for everyone.
