Regulations, 2026, is to ensure that only products made from milk can be called "paneer." Any product made from non-dairy ingredients, such as vegetable oils like palm oil, starches, or emulsifiers, would be prohibited from using the term on its packaging, in advertisements, or on menus. These non-dairy versions are often referred to as 'analogue paneer'. The goal is to prevent consumers from being misled about the product's actual ingredients and nutritional value.
Why is This Happening Now?
This national proposal follows actions at the state level, particularly in Maharashtra, where the issue gained significant attention. In March 2025, concerns were raised in the Maharashtra Legislative Assembly about how difficult it is for consumers to visually distinguish between real dairy paneer and its non-dairy analogue. This led to Maharashtra eventually imposing a ban on the manufacture and sale of analogue paneer. The FSSAI's draft regulation aims to create a uniform, nationwide standard, replacing a patchwork of state-level orders. The regulator's stated intent is to enhance transparency and allow consumers to make informed choices, ensuring the label accurately reflects the product's composition.
Breaking Down the 'Draft' Status
It is crucial to understand that this is a draft regulation, not a final, active ban. The headline correctly points out that the FSSAI has opened the floor for public participation. Objections and suggestions can be sent directly to the Chief Executive Officer of the FSSAI. Submissions can be addressed to the FSSAI headquarters at FDA Bhawan, Kotla Road, New Delhi – 110002. The official notification also specifies an email address for submitting feedback electronically, providing a more accessible option for many. After the 60-day period expires, the FSSAI will examine all the feedback before finalising the regulation.
