Project Camellia: An AI Factory
OpenAI, the company behind ChatGPT, has unveiled plans for a sprawling data center campus in Effingham County, Georgia, about a 30-minute drive from Savannah. Dubbed "Project Camellia," this is the first known instance in the US where OpenAI will take
the lead in building its own computing infrastructure at such a massive scale, rather than primarily leasing capacity. The initial $20 billion investment represents just the first phase of what is expected to be a multi-year buildout on a 2,600-acre industrial hub. When complete, it will be one of the largest and most powerful AI infrastructure projects in the world, designed to fuel the development of ever-more-demanding artificial intelligence models.
The Astonishing Power Demand
The sheer scale of Project Camellia is best understood through its energy needs. OpenAI has contracted with Georgia Power for 3.2 gigawatts of electricity, set to be delivered in phases between 2028 and 2032. To put that in perspective, a single gigawatt is enough to power roughly 750,000 homes, meaning the completed campus will draw more power than many major cities. This colossal energy requirement is the primary driver of the project's cost and complexity. It’s a clear statement that the biggest constraint for the future of AI may not be algorithms or ideas, but access to pure, raw power.
Why Georgia Was Chosen
The decision to build in Effingham County was no accident. The location offers a convergence of critical resources. Georgia has positioned itself as a data center hub, and this project represents a major expansion to its coast. The state, through Georgia Power, could offer the massive, phased-in energy contract that OpenAI required. Furthermore, the state and county offered significant incentives, including a 15-year, 50% property tax abatement. In return for this support, OpenAI is expected to become the county's single largest taxpayer, projecting hundreds of millions in new revenue that local officials hope could eventually eliminate county homestead property taxes.
A New Strategy for AI Dominance
This move into building, rather than just renting, signals a strategic shift for OpenAI. As AI models become more complex, the company is moving to vertically integrate and control its own computing destiny, reducing its reliance on third-party cloud providers. By designing its own facilities, OpenAI believes it can optimize them specifically for AI workloads, cutting costs and accelerating construction. The company has even suggested it may open-source its data center designs, potentially setting a new industry standard in the same way Meta’s Open Compute Project did years ago. This project is a physical manifestation of OpenAI's ambition to secure the vast resources needed to pursue artificial general intelligence.
Addressing Community and Environmental Concerns
Aware of the growing backlash against large data centers in other communities, OpenAI has launched a proactive campaign to win local support. The company has pledged that its project will not raise electricity rates for existing residential customers, as OpenAI will fund the necessary infrastructure costs itself. It has also committed to using a closed-loop water system to minimize its environmental footprint and has promised that its ongoing water needs will be similar to a standard office building. As part of a 25-year agreement, OpenAI will also provide up to 1,000 megawatts of flexible demand back to the grid, helping to ensure reliability during peak usage periods. An $80 million community investment fund will also support local priorities like schools and healthcare.
