What is Vision 2031?
Vision 2031 is Kerala's new long-term strategy for tourism, a detailed policy document designed to guide the sector's development over the next decade. Unveiled in late 2025, the plan was born from a series of workshops and seminars involving industry
experts, academics, and government officials. The core idea is to move beyond just increasing tourist numbers and instead focus on sustainable, year-round tourism that benefits everyone. The state government has backed this vision with a significant 20 percent budget increase for the tourism department, signalling a strong commitment to making these goals a reality. The plan addresses a critical issue: some of Kerala’s most popular spots are nearing saturation. The vision, therefore, focuses on identifying new potential destinations and developing them to international standards over the next five years, all while ensuring the local communities are active partners in this growth.
The Green Blueprint
The 'greener road ahead' is the undeniable centerpiece of this new vision. For years, Kerala has been a pioneer in responsible and ecotourism, with initiatives like the Responsible Tourism (RT) Mission setting a national benchmark. Vision 2031 builds on this foundation, aiming to make sustainability the default, not the exception. A key element is the proactive management of tourist destinations. One recent pilot project is the 'Green Marshal' initiative, which deploys trained personnel at major hubs like Munnar, Alappuzha, and Fort Kochi. These marshals are tasked with more than just cleanup; they enforce green protocols, guide tourists on responsible travel habits, and help connect visitors with local, eco-friendly businesses. This shifts the focus from reactive cleaning to proactive care, aiming to preserve the state's natural beauty and biodiversity, which officials recognise as its core strengths.
Community at the Core

Vision 2031 seeks to fundamentally change this by embedding community participation in its framework. The goal is to ensure that the economic benefits of tourism are shared more equitably. This involves creating 'tourism villages' and integrating local festivals and cultural assets into curated travel circuits. A new initiative, 'life experience trails', aims to offer visitors immersive experiences rooted in village life, traditional livelihoods, and local cuisine, moving beyond conventional sightseeing. By empowering local communities through homestays, promoting traditional handicrafts, and providing employment opportunities, the plan aims to strengthen the local economy and give tourists a more authentic and meaningful connection to the places they visit.
Technology Meets Tradition
While emphasizing natural beauty and tradition, Vision 2031 is also firmly forward-looking, with plans to harness modern technology to enhance the visitor experience. The state intends to create a 'smart tourism ecosystem'. This includes practical upgrades like integrated visitor management systems and smart ticketing to streamline travel. More futuristic elements involve using Artificial Intelligence (AI) for travel planning and employing Augmented and Virtual Reality (AR/VR) for interpreting heritage sites. This tech-savvy approach aims to make travel in Kerala easier and more engaging, without losing the charm of its cultural and natural heritage. The use of AI will also assist in the crucial task of destination planning, helping officials manage tourist flow and prevent overcrowding.
