A Growing Talent Deficit
In the last few months, India's celebrated space programme has been grappling with a significant brain drain. According to multiple reports, between 100 and 120 senior scientists and engineers have resigned from the Indian Space Research Organisation
(ISRO). This is not routine attrition. The departures are concentrated among top-tier, Group 'A' personnel, many of whom were in leadership roles on the country's most prestigious missions. The U R Rao Satellite Centre in Bengaluru, which is central to satellite design, has reportedly lost around 80 specialists, while the Vikram Sarabhai Space Centre, responsible for rocket development, has seen about 20 key engineers depart. Among those who have left are reportedly the project director for the heavy-lift LVM3 rocket and key experts from the successful Chandrayaan-3 mission team, raising serious concerns about the loss of invaluable institutional knowledge and experience.
The Lure of the Private Sector
The primary force behind this exodus is the explosive growth of India's private space industry. Since the sector was opened to private participation in 2020, more than 400 startups have emerged, transforming the aerospace landscape. Companies like Skyroot Aerospace, Agnikul Cosmos, and Pixxel are not just innovating but also actively hiring, creating a powerful pull for seasoned talent. For many ISRO veterans, these private firms offer a compelling package: significantly higher salaries, lucrative stock options, and a dynamic, fast-paced work culture free from the constraints of government bureaucracy. It’s a chance to take on leadership roles earlier in their careers and work in agile environments where ideas can move swiftly from concept to reality. The trend marks a fundamental shift from the traditional brain drain to foreign countries to a new dynamic of internal talent migration within India's own burgeoning space ecosystem.
An Official Intervention
The scale of the departures has prompted swift action from the highest levels. In mid-July 2026, the Department of Space (DoS) issued an internal memorandum aimed at stemming the tide. The new directive tightens the rules for resignations and voluntary retirement, particularly for scientists working on critical national projects like the Gaganyaan human spaceflight programme. Under the new policy, the power of ISRO centre directors to routinely accept such resignations has been curtailed. Instead, all requests from personnel on key missions must now be forwarded to the DoS for final approval. This measure is seen as a necessary stop-gap to prevent sudden exits from disrupting the timelines of flagship projects that are vital to India’s strategic and national interests.
A Symptom of Success?
While the immediate impact on ISRO is a cause for concern, this trend can also be viewed as an unintended consequence of a successful policy. The government's decision to open the space sector was precisely to create a robust and diversified ecosystem. The fact that private companies are now mature enough to attract the nation’s top talent is, in a way, a sign that this policy is working. This brain drain is not a loss for the country, but rather a redistribution of talent within its own borders. The Indian space economy, currently valued at around $8 billion, is projected to grow to $44 billion by 2033, creating hundreds of thousands of new jobs. The challenge for ISRO is no longer just competing with international agencies, but also with a vibrant domestic private sector that it helped create.
