A Major Shift in Energy Policy
The Union Cabinet has officially approved the Pradhan Mantri Surya Sarovar Yojana (PM-SSY), a landmark scheme with a financial outlay of Rs 5,070 crore. The primary goal is to develop 5,000 megawatts (MW) of floating solar photovoltaic (FSPV) projects
across the country's reservoirs and other water bodies. This represents a massive scale-up, aiming to increase India's current floating solar capacity of roughly 700 MW by more than sevenfold. A key feature of the scheme is the integration of energy storage systems, mandating that each project includes a minimum of two hours of battery storage. This will create a national storage capacity of 10,000 megawatt-hours (MWh), helping stabilise the grid and supply power even after the sun sets. Projects will be sanctioned between 2026 and 2031, with financial support continuing until 2033.
Why Solar Is Moving Over Water
India's ambitious push for 500 GW of non-fossil fuel electricity by 2030 has run into a significant hurdle: land. Traditional ground-mounted solar farms require vast, contiguous parcels of land, often three to four times more than the area the panels physically occupy. This has led to increasing competition for a resource that is already scarce and vital for agriculture, industry, and housing. Land acquisition has become a major bottleneck, driving up costs and causing delays. The new policy directly addresses this by shifting focus to India's vast network of reservoirs and industrial ponds. A recent assessment by the National Institute of Solar Energy (NISE) estimated India's total floating solar potential at a staggering 102 gigawatts (GW). By tapping into this potential, the government aims to generate clean power without creating new pressure on land resources, particularly in states that have large water bodies but limited available land.
The Promise of Floating Panels
Floating solar, also known as floatovoltaics, involves mounting solar panels on buoyant platforms on lakes, reservoirs, or other water bodies. This approach offers several distinct advantages over its land-based counterparts. One of the most significant benefits is improved efficiency. The water's cooling effect on the panels can enhance their performance and electricity generation. Furthermore, the panels covering the water surface help reduce evaporation, conserving a precious resource for irrigation and drinking water supplies. They also limit dust accumulation on the panels, which means lower cleaning costs and fewer losses in energy generation. The headline of the scheme refers to "land-saving solar," and while the initial focus is on floating solar, this opens the door for other innovative solutions like agrivoltaics—co-locating solar panels and crops on the same piece of land—which is already being explored through other government initiatives like the PM-KUSUM scheme.
Incentives, Investment, and the Road Ahead
To spur development, the government is offering significant financial support. Under the PM-SSY scheme, developers will receive Central Financial Assistance (CFA) of Rs 1 crore per MW after a project is commissioned. To de-risk the initial stages, an additional Rs 50 lakh per project is available for feasibility studies, including environmental assessments and hydrography surveys. The government estimates that the Rs 5,070-crore plan will stimulate a total investment of around Rs 28,500 crore. Beyond the financial impact, the initiative is expected to create 16,000 to 17,000 full-time jobs and reduce carbon dioxide emissions by approximately 10 million tonnes annually. While challenges like untested technology at scale and potential environmental impacts on aquatic ecosystems remain, this scheme marks a decisive pivot. It represents a strategic effort to diversify India's renewable energy sources, strengthen grid reliability, and pursue a more sustainable path to energy independence.
