What Are the Space-Sector Reforms?
Since 2020, India has systematically reformed its space sector to increase private participation and boost its share of the global space economy. The Indian Space Policy 2023 formally divides responsibilities. The goal is to move from an ISRO-dominated
model to a broader ecosystem. Two key bodies were created: IN-SPACe (Indian National Space Promotion and Authorisation Centre), a single-window agency to regulate and promote private space activities, and NewSpace India Limited (NSIL), ISRO's commercial arm, tasked with marketing and transferring mature technologies to industry. The policy allows private companies to build and launch rockets, own satellites, and sell data, aiming to grow India's space economy from around $8.4 billion to $44 billion by 2033.
The 'Shrinking Role' Concern
The concern, voiced by some ISRO employee associations, is that these reforms could reduce the agency to a mere R&D centre. As NSIL and private players take over the manufacturing of workhorse rockets like the PSLV and operational satellite work, there are fears that ISRO’s core functions will be outsourced. Statements suggesting that private firms would eventually handle all routine manufacturing and launches fueled this anxiety. The worry is that a gradual shift could weaken the public-sector character of India's space program, which has long been a source of national pride and strategic capability.
ISRO's Rebuttal: A Strategic Pivot
Both ISRO and government officials have firmly rejected these claims, calling suggestions of privatisation or diminishment "completely baseless and incorrect". According to ISRO Chairman S. Somanath and IN-SPACe Chairman Pawan Goenka, the reforms are designed to expand India's space capabilities, not shrink ISRO. The official stance is that this is a strategic pivot. By handing over routine production and commercial launch operations to industry, ISRO can free up its elite scientific talent to focus on more ambitious and complex challenges that the private sector isn't ready for. This isn't about ISRO doing less; it's about ISRO doing more advanced work.
A New Focus on the Final Frontier
So, what will a refocused ISRO do? The agency will now concentrate on frontier R&D, deep-space exploration, and missions of national strategic importance. This includes ambitious projects like the Gaganyaan human spaceflight program, building the Bharatiya Antariksh Station by 2035, a crewed mission to the Moon by 2040, and developing next-generation reusable launch vehicles. It will also lead scientific missions to other planets, like the Shukrayaan Venus orbiter, and continue vital solar research with observatories like Aditya-L1. In essence, ISRO is moving from being the builder and operator of everything to becoming the nation's primary engine for space innovation and exploration.
Why This New Model Matters for India
This new public-private synergy is critical for India's global ambitions. A thriving private space industry can accelerate growth, create high-tech jobs, and dramatically increase India's small 2% share of the global space market. The number of space-related startups has already grown from just one in 2014 to over 250 in 2024. This model allows India to scale its activities rapidly. For instance, while India currently has a small number of operational satellites, a combined public-private effort could deploy hundreds, enhancing communication, navigation, and earth observation capabilities. By having private companies manage commercial demand, ISRO can focus its resources on landmark missions that inspire the nation and solidify India's position as a leading space power.
