The Labyrinth of Clearances
Before a single piece of earth is moved, a proposed coal mine must navigate a complex and time-consuming regulatory maze. The journey begins with securing environmental clearances (EC) and forest clearances (FC), which are mandated under the Environment
(Protection) Act, 1986, and the Forest (Conservation) Act, 1980, respectively. This process involves multiple stages, including detailed Environmental Impact Assessments (EIA), public hearings, and approvals at both state and central levels. The average time to get an EC can range from 15 to 26 months, with forest clearances taking even longer, sometimes up to 34 months for commercial blocks. These long timelines mean that by the time a project is cleared, market conditions may have shifted, making the original plan less viable.
The Challenge of Land Acquisition
Acquiring land is one of the most significant and contentious hurdles. Most new coal projects require vast tracts of land, which often involves displacing communities and navigating complex ownership laws. In India, land for coal mining is typically acquired under specific legislation like the Coal Bearing Areas (Acquisition and Development) Act of 1957. This process can be fraught with legal challenges, protests from local populations, and lengthy negotiations over compensation and rehabilitation for affected families. Reports indicate that proposed new projects threaten to displace tens of thousands of families, many from tribal communities, leading to significant social and political opposition that can stall projects indefinitely.
Securing the Funds
Coal mining is an incredibly capital-intensive industry. Opening a new mine requires enormous upfront investment in machinery, infrastructure, and operations. However, securing this financing has become increasingly difficult. Many international banks and private equity investors have become wary of funding new coal projects due to climate-related risks and a global shift towards sustainable investments. This has left a greater reliance on domestic public sector banks. Even with domestic support, the financial risks are substantial. A project delayed by regulatory or land issues can see its costs spiral, making it an unattractive proposition for lenders.
Logistical Bottlenecks and Infrastructure
Even if a mine is approved, financed, and built, the coal is useless if it can't get to the power plants. Many planned mining sites are in remote areas with inadequate infrastructure. This creates a massive logistical challenge, requiring the construction of new railway lines, roads, and conveyor belts to transport the coal. These infrastructure projects have their own set of approvals and costs, adding another layer of complexity and potential delay. The lack of sufficient railway rakes to move coal from existing mines is already a known issue, highlighting that simply producing more coal doesn't solve the supply chain problem.
The Rise of a Cheaper Alternative
Perhaps the most powerful force working against new coal mines is the rapidly changing energy market. The cost of renewable energy, particularly solar power, has plummeted in recent years, making it cheaper than new coal power in many cases. India has been adding renewable energy capacity at a record pace. This shift is not just about environmental policy; it's about economics. As renewables provide a growing share of India's electricity, particularly during the day, the economic case for building expensive new coal mines that may operate for fewer hours becomes weaker. This competition makes some planned mines economically unviable before they even break ground, leading to projects being shelved.
