The Official Stance
ISRO has categorically stated that reports and speculation about its privatisation are "baseless and incorrect". Officials, including Chairman V. Narayanan, have reassured employees and the public that ISRO will remain India's main institution for advanced
space research, national security missions, and deep space exploration. The clarification came in response to concerns from employee associations after public comments suggested a reduced role for the agency in manufacturing and operations. The message is clear: ISRO’s importance is not diminishing; instead, the entire Indian space ecosystem is expanding.
Commercialisation vs. Privatisation
The confusion stems from the government's major policy shift to encourage private sector participation in the space economy. However, this strategy is about commercialisation, not privatisation. Privatisation would imply selling ISRO or transferring its ownership to private hands. Commercialisation, on the other hand, means allowing private companies to build and operate satellites, manufacture launch vehicles, and provide space-based services, often using technologies and facilities developed by ISRO. The goal is to grow India's share of the global space economy, which is currently estimated at around 2%, to a projected $44 billion by 2033.
Meet the New Facilitators: IN-SPACe and NSIL
To manage this new hybrid model, the government has created two key bodies. The Indian National Space Promotion and Authorisation Centre (IN-SPACe) acts as a single-window agency to regulate, promote, and authorise the activities of private space companies. It is the bridge between ISRO and the private sector, allowing firms access to ISRO's facilities. NewSpace India Limited (NSIL) is ISRO's commercial arm. Its primary role is to market and commercialise mature technologies developed by ISRO, such as the Polar Satellite Launch Vehicle (PSLV), and to procure launch services for clients. Simply put, IN-SPACe is the regulator, and NSIL is the marketer.
ISRO's Next Frontier
With private companies being encouraged to take over routine manufacturing and operational tasks, ISRO is being freed up to concentrate on what it does best: pushing the boundaries of science and technology. The agency's future focus will be on frontier research and development, complex national security missions, human spaceflight (Gaganyaan), next-generation reusable launch vehicles, and ambitious deep-space exploration. This includes missions to the Moon and Venus, and the development of the Bharatiya Antariksh Station, India's own space station, planned for 2035. By handing over mature systems, ISRO can dedicate its scientific manpower and resources to these next-generation challenges, ensuring India remains at the forefront of space exploration.
