A New Blueprint for Water-Based Power
In a significant move to boost its renewable energy capacity, the Indian government has approved the Pradhan Mantri Surya Sarovar Yojana (PM-SSY). This new scheme, cleared at the end of July 2026 with an outlay of ₹5,070 crore, provides a dedicated framework
for developing 5,000 megawatts (MW) of floating solar projects on water bodies like reservoirs, dams, and lakes. The plan aims to solve one of the biggest hurdles for solar energy in India: the need for large tracts of land. By using existing water surfaces, the scheme allows states to generate clean power without competing for scarce land needed for agriculture or housing. The framework also includes financial incentives, offering Central Financial Assistance (CFA) of ₹1 crore per MW to developers after projects are commissioned, plus additional funds for initial feasibility studies to de-risk investments.
The 'Flotovoltaic' Advantage
Floating solar, sometimes called 'flotovoltaics', offers several key advantages over traditional ground-mounted panels. One of the most significant benefits is improved efficiency. The water body provides a natural cooling effect, which can boost the performance and energy output of solar panels compared to those installed on hot, dry land. Furthermore, covering a portion of a reservoir's surface with panels reduces water loss from evaporation, a crucial benefit for a water-scarce country. This creates a symbiotic relationship where energy is generated while a precious natural resource is conserved. The scheme also mandates that these new floating solar projects be paired with battery energy storage systems, with a minimum of two hours of storage. This integration will help stabilize the power grid and ensure a more reliable electricity supply, even when the sun isn't shining.
Untapped Potential Across Indian States
The potential for floating solar in India is immense. A recent assessment by the National Institute of Solar Energy (NISE) estimated that the country's reservoirs and other inland water bodies could support a technical potential of about 102 gigawatts (GW). Despite this, India's current installed floating solar capacity is only around 700 MW. The PM-SSY scheme is designed to bridge this gap by adding 5,000 MW, a massive increase that would bring the total to 5,700 MW. All states and Union Territories are eligible to participate in the program. States with extensive inland reservoir capacity like Maharashtra, Madhya Pradesh, Karnataka, and Telangana are seen as having the largest potential. Some states are already moving forward; Maharashtra, for example, has announced plans for floating solar projects in the Krishna and Godavari basins.
Navigating the Challenges Ahead
Despite the clear benefits, scaling up floating solar comes with challenges. The initial setup cost is higher than for land-based projects, often by 20-30%, due to the need for specialized floating platforms, robust anchoring and mooring systems, and waterproof components. These installations must be engineered to withstand wind, waves, and fluctuating water levels, which adds to the technical complexity. There are also environmental considerations. While the technology is largely clean, more research is needed on the long-term impact of covering large water surfaces on aquatic ecosystems, including how it affects sunlight penetration and biodiversity. The new framework aims to address some of these issues by funding detailed environmental assessments before projects begin.
What Happens Next?
The PM-SSY will be implemented between the 2026-27 and 2030-31 financial years, with financial support continuing until 2032-33. The plan is expected to not only reduce carbon emissions by an estimated 10 million tonnes annually but also to generate between 16,000 and 17,000 jobs. A key goal is to stimulate domestic manufacturing of floating platforms, solar cells, and battery systems, aligning with the Aatmanirbhar Bharat (self-reliant India) initiative. For states, the next step involves identifying viable water bodies and leveraging the new framework to attract developers through competitive bidding. By creating a standardised national policy, the government hopes to streamline approvals and provide the clarity needed to attract investment and accelerate the adoption of this innovative renewable energy technology.
