What are E10 and E20 Petrol?
Let’s start with the basics. E10 and E20 are names for petrol blended with ethanol. E10 petrol is a mix of 10% ethanol and 90% petrol. Similarly, E20 fuel is a blend containing 20% ethanol and 80% petrol. Ethanol is a biofuel, most commonly produced in India
from sugarcane and, increasingly, from maize and other grains. The government has been promoting its use as a way to achieve several national goals at once: reduce the country’s heavy dependence on imported crude oil, lower vehicle emissions, and provide an additional source of income for farmers. India imports nearly 88% of its crude oil, making it vulnerable to global price shocks, a situation the ethanol blending programme aims to mitigate.
The Big Push from E10 to E20
While E10 has been around for some time, with most cars made since 2008 being compatible, the government’s focus has aggressively shifted. India has pursued an ambitious timeline for its Ethanol Blended Petrol (EBP) Programme, which first began with a pilot project in 2001. Blending levels, which were as low as 1.5% in 2014, have risen dramatically. The government advanced its target to achieve 20% blending (E20) nationwide from 2030 to 2025-26, a goal that was achieved ahead of schedule. As a result, E20 petrol has become the standard fuel available across the country, effectively phasing out the widespread availability of E10 for many consumers.
Is Your Vehicle Ready for E20?
This rapid transition is the source of much of the recent discussion and concern. While the government and automakers have validated E20 as safe, it has raised questions for owners of older vehicles. Generally, petrol vehicles manufactured after April 2023 are designed to be fully E20 compliant. For vehicles made before this, particularly older models, there are concerns about the long-term effects of a higher ethanol blend. Ethanol can be more corrosive than pure petrol and may affect certain rubber and metal components in the fuel systems of non-compliant cars and two-wheelers. Another point of discussion is fuel efficiency; ethanol has a lower energy content than petrol, which can lead to a minor reduction in mileage, often estimated between 3-6% depending on the vehicle.
Why Isn't E10 an Option Anymore?
The core of the headline's dilemma is here: if E20 is causing concern, why not just offer E10 alongside it? The primary challenge is logistics. Maintaining separate supply chains for different fuel blends—from storage depots to the final pump—is complex and costly. Oil Marketing Companies (OMCs) would need to manage separate inventories and potentially invest in additional storage tanks and dispensers at tens of thousands of retail outlets nationwide, an expensive proposition. Despite this, due to rising consumer demand for a lower-blend option, the government and OMCs have recently begun exploring the possibility of reintroducing E10. These are described as early, exploratory talks. One proposal involves offering E10 through existing premium fuel networks, like Octane 95, to avoid the cost of building new infrastructure.
What's the Road Ahead?
For now, E20 remains the standard petrol across India. The government has clarified it has no plans to reverse its E20 policy but is considering making E10 available as an additional option, particularly for older vehicles. Senior officials, including the Chief Economic Adviser, have publicly supported the idea of giving consumers a choice. In the meantime, the government is already looking beyond E20, with the Bureau of Indian Standards having published technical specifications for blends up to E30 (30% ethanol). This indicates that higher ethanol blends are firmly part of India's long-term energy strategy. The current debate highlights the trade-offs between achieving national energy goals and managing the practical impact on millions of vehicle owners during the transition.
