The New Toll Formula Explained
The National Highways Authority of India (NHAI) is implementing a significant change in how user fees are calculated on highway sections that include complex structures. The Ministry of Road Transport and Highways amended the National Highways Fee Rules
of 2008, introducing a new calculation method that aims to make tolling fairer for commuters. Under the revised system, authorities must calculate the tollable distance in two ways and apply whichever is lower. The first method involves adding 10 times the length of the structure (like a bridge or tunnel) to the length of the regular road. The second method is to simply take five times the total length of the entire highway section. By enforcing a cap and mandating the lower of the two calculations, the new rule is expected to reduce toll charges in many scenarios.
Why Was This Change Necessary?
Previously, the toll for highway sections with costly structures was generally linked to a formula that treated the structure's length as equivalent to ten times that of a normal road. This was done to help recover the significantly higher construction and maintenance costs associated with bridges, tunnels, and elevated corridors. However, this method could lead to disproportionately high toll charges, especially on routes with long or multiple structures, as there was no upper limit. The government's revision aims to strike a better balance between recovering infrastructure costs and ensuring affordability for road users. The new capped formula prevents excessive charges and introduces a more standardized, transparent system for commuters.
A Closer Look at the Impact
To understand the real-world difference, the official notification provides clear examples. Consider a 40-km highway section that consists of 30 km of complex structures and 10 km of ordinary road. Under the old system, the toll could be based on a chargeable length of 310 km (30 km x 10 + 10 km). With the new rule, the chargeable length would be capped at 200 km (40 km x 5), as it is the lower of the two calculated options. In another scenario, if a 40-km section has 10 km of structures and 30 km of regular road, the new chargeable length would be 130 km, a significant reduction from the potential 200 km under the previous framework. It is important to note that structures less than 60 metres in length will not be treated separately in these calculations.

This revision directly benefits motorists traveling on national highways that feature long bridges, tunnels, flyovers, or elevated sections. While it doesn't mean tolls will decrease on every single highway, it will have a noticeable effect on specific routes where these structures make up a significant portion of the journey. The NHAI has directed its field offices to begin processing toll revisions based on these amended rules. For existing publicly funded toll plazas, the new rates will take effect from the next scheduled fee revision.
