months, he has expressed alarm over the rapid advancement of AI, noting its capabilities have leapfrogged his own expectations. He warns that without a plan, society is entering one of the most “turbulent times in human history.” Gates sees two sides of the AI coin: it could be the greatest equalizer ever invented or the deepest source of injustice. The deciding factor, in his view, will be policy, not technology. His concern is that geopolitical and economic incentives are pushing development at full speed, while governments and institutions are not prepared to manage the fallout.
A Blueprint from Global Health
Gates’s thinking on AI is heavily informed by his two decades in global philanthropy. His work with the Bill & Melinda Gates Foundation, which focuses on global health and development, provides a clear model for his perspective. Just as viruses don’t respect national borders, the impacts of AI—both good and bad—will be global. The foundation is already investing in AI tools to accelerate medical breakthroughs, improve agricultural yields for smallholder farmers in Africa and South Asia, and support health workers in low-income countries. Gates sees AI as a powerful tool to reduce inequality, but only if it's deployed safely and equitably. This requires a coordinated international effort, much like the global cooperation needed to fight a pandemic, to ensure the benefits reach the most vulnerable and are not confined to wealthy nations.
Why National Rules Aren't Enough
For Gates, a patchwork of national laws is insufficient for a borderless technology like AI. He argues that existing institutions were not designed to handle a transition that cuts across employment, security, health, and education all at once. This has led him to call for the creation of new national and international bodies to govern AI. He has compared the need for a global AI body to the International Atomic Energy Agency (IAEA), which provides oversight for nuclear technology. The goal is to create a baseline of standards that all countries can agree on, particularly to prevent the worst-case scenarios, like AI-designed bioweapons or autonomous weapons systems. An international framework would also prevent a “race to the bottom,” where countries lower safety standards to gain a competitive edge.
Addressing the Economic Disruption
Beyond existential risks, Gates is acutely focused on the societal disruption AI will cause, particularly in the job market. He argues that unlike past technological shifts, AI adapts to humans, not the other way around, and will structurally displace labour as it becomes more reliable. This conviction has led him to propose radical ideas, such as creating a category of “Human Reserved” jobs that are deliberately kept for people even when machines could do them. He has also floated the idea of taxing AI outputs or robots that replace human labour, with the revenue used to support displaced workers. For Gates, building public trust is essential. If the first experience most people have with AI is losing their job, he warns, there will be a massive backlash that prevents society from ever realising the technology's benefits.
The Urgent Push for Global Dialogue
Ultimately, Gates believes the world is unprepared for the AI era and is using his platform to issue a “shrill call” for action. He argues that waiting for a major AI-driven crisis is not an option. His push includes urging cooperation between the U.S. and China, the two leading AI powers whose agreement is essential for any effective global oversight. While the world's first legally binding international AI treaty—the Council of Europe's Framework Convention—is a significant step, a truly global consensus is still forming. For Bill Gates, the mission is clear: to steer the development of the most powerful technology of our time away from catastrophe and toward a more equitable future for all. He is now reportedly planning to spend the majority of his time on this new challenge.
