Bengaluru Takes Center Stage
The second international conference on Spacecraft Mission Operations (SMOPS-2026) has positioned Bengaluru, India's space and tech hub, at the heart of a critical global conversation. Hosted by ISRO in collaboration with international bodies, the event
brings together the world's leading space agencies like NASA and ESA to tackle the future of mission management. The key theme is creating smart and sustainable operations, a direct response to the escalating challenges of orbital congestion, complex new missions, and the booming commercial space economy. For India, which has ambitious plans from the Gaganyaan human spaceflight mission to expanding its satellite infrastructure, finding a sustainable path forward is a strategic necessity.
The Great Orbital Traffic Jam
Low Earth Orbit (LEO), the orbital band below 2,000 km, is becoming a celestial junkyard. There are over 36,000 tracked objects larger than 10 cm—defunct satellites, spent rocket stages, and fragments from past collisions. Beyond that, estimates suggest there are over a million pieces of debris larger than 1 cm, each capable of causing catastrophic damage to an operational satellite. The number of satellites itself is exploding, expected to jump from around 9,000 to over 60,000 by 2030, largely due to commercial mega-constellations. This dramatic increase in traffic raises the risk of collisions, which in turn create even more debris in a cascading effect known as the Kessler Syndrome. Events in recent years, where satellites and even the International Space Station have been damaged or forced to maneuver, show this is no longer a theoretical problem.
Technological Hurdles: Tracking Needles in a Haystack
The first major limit is technological: you can't manage what you can't see. This is the challenge of Space Situational Awareness (SSA). While progress has been made, many debris objects are too small to be reliably tracked but are still lethal. India has made significant strides with its own SSA capabilities through Project NETRA (Network for space object Tracking and Analysis). Headquartered in Bengaluru, this initiative uses a network of radars and optical telescopes to monitor objects and provide early collision warnings for India's 50-plus operational satellites. It allows ISRO to independently detect objects as small as 10 cm, reducing reliance on foreign data. However, the sheer volume of objects and the rise of private operators globally creates a data-sharing challenge, with tracking information often fragmented and siloed.
Legal and Political Black Holes
Perhaps the biggest limit is the lack of a binding international framework for Space Traffic Management (STM). Current rules, like the UN's Space Debris Mitigation Guidelines, are largely voluntary. There is no global air traffic control for space. This legal vacuum complicates everything from coordinating collision avoidance maneuvers to assigning liability. The problem is made worse by the rise of commercial space actors, which introduces new complexities in regulation and accountability. While international forums like the Inter-Agency Space Debris Coordination Committee (IADC) promote cooperation, achieving a legally binding global consensus remains a monumental diplomatic challenge. Without it, space remains a domain governed by a patchwork of national policies and voluntary agreements.
India's Role and the Path Forward
India is not just a participant in this discussion; it's a leader. ISRO has established the IS4OM (ISRO System for Safe & Sustainable Space Operations Management) facility to holistically manage the safety of its assets. Furthermore, India has declared its intent to pursue 'Debris-Free Space Missions' (DFSM) by 2030, a move that signals its commitment to long-term sustainability. The discussions at SMOPS-2026, particularly around using AI for automated collision avoidance and fostering international data sharing, are crucial next steps. Experts agree that the solution requires a multi-pronged approach: stricter international standards, active debris removal technologies, and greater responsibility from both national agencies and private companies.
