What is the Proposed Deal?
In late July 2026, the US administration announced a landmark agreement to help Saudi Arabia develop a civilian nuclear power program. Under the deal, which falls under Section 123 of the US Atomic Energy Act, American companies would be able to export
nuclear technology, materials, and expertise to the Kingdom. For Riyadh, this is a key part of its 'Vision 2030' plan to diversify its economy away from oil and meet growing energy demands. For Washington, the agreement is seen as a way to counter the growing influence of China and Russia in the region, who are also major nuclear technology suppliers, and to secure a major commercial opportunity for American industry.
The Core Controversy: Uranium Enrichment
The most contentious part of the deal is that it could allow Saudi Arabia to enrich its own uranium. Uranium enrichment is a sensitive process because the same technology used to produce low-enriched uranium for power plants can also be used to create highly enriched uranium for nuclear weapons. Most countries with nuclear power import their fuel from a handful of international suppliers. Saudi Arabia, which has significant domestic uranium reserves, has long stated its desire to control the entire fuel cycle, from mining to enrichment. Critics fear that granting this capability to Riyadh—a nation whose Crown Prince has stated it would pursue a nuclear weapon if Iran got one—sets a dangerous precedent.
Understanding 'Global Safeguard Norms'
Global safeguard norms are a set of rules and verification measures designed to ensure that civilian nuclear programs are not used for military purposes. The cornerstone of this system is the International Atomic Energy Agency (IAEA), which inspects facilities and accounts for nuclear material under agreements with member states of the Non-Proliferation Treaty (NPT). A key sticking point is that the new deal reportedly does not require Saudi Arabia to adopt the IAEA's 'Additional Protocol'. This protocol, considered the gold standard for verification, was created in the 1990s to grant inspectors wider, more intrusive access to detect undeclared nuclear activities. Bypassing this requirement is a major departure from long-standing US policy.
Why Non-Proliferation Experts Are Alarmed
The primary fear is that this agreement creates a loophole that other nations could exploit. By not insisting on the strictest safeguards—namely, foregoing enrichment and adopting the Additional Protocol—the US may be setting a weaker standard for future nuclear cooperation deals. This could encourage a regional arms race, particularly with Iran. The logic is simple: if Saudi Arabia is permitted to have the latent capability to build a bomb, its regional rivals may demand the same. The United Arab Emirates, for example, agreed to a 'gold standard' deal with the US that explicitly forbade enrichment and reprocessing. The Saudi agreement appears to abandon this precedent, raising fears that it prioritizes short-term geopolitical goals over the long-term integrity of the global non-proliferation regime.
Geopolitical Goals vs. Proliferation Risks
The deal's proponents argue that it is a pragmatic move. If the US did not cooperate with Saudi Arabia, Riyadh would likely turn to Russia or China, whose own safeguards and transparency standards are far less stringent. From this perspective, a deal with US involvement, even with concessions, provides more oversight than no deal at all. The agreement is also a tool for Washington to maintain influence in the Middle East, strengthen its partnership with a key Gulf ally, and potentially link the deal to the normalization of relations between Saudi Arabia and Israel.
