The Engine of a Growing Nation
India's economy is one of the fastest-growing in the world, and with that growth comes a voracious appetite for energy. To power its cities, factories, and the aspirations of over a billion people, the country needs a massive and reliable supply of electricity.
For decades, coal has been the bedrock of this supply. It is abundant domestically, perceived as affordable, and provides the kind of consistent, round-the-clock power that a developing nation requires. Coal currently accounts for about 70% of India's electricity generation, making it indispensable for meeting the country's base load capacity. The government's push to increase coal production is framed as a matter of national necessity, aiming to prevent the power shortages that could stifle economic progress and to provide electricity to the millions still gaining access.
A Resurgence in Black Diamond
Despite a global trend away from fossil fuels, India is planning a significant expansion of its coal sector. Recent plans aim to increase coal production to over a billion tonnes annually. State-run Coal India, the world's largest coal miner, has been tasked with ramping up output to achieve a target of 1 billion tonnes by fiscal year 2026. This increase is driven not just by broad economic growth but also by specific, immediate pressures, such as more frequent and intense heatwaves that drive up demand for air conditioning and put immense strain on the power grid. This strategy involves opening new mines, particularly in the coal-rich states of Jharkhand and Odisha, solidifying coal's central role in the country's energy mix for the foreseeable future.
The Inescapable Climate Calculation
This planned rise in coal consumption directly challenges India's climate commitments. Under the Paris Agreement, India has pledged to reduce the emissions intensity of its GDP and increase its share of non-fossil fuel power. In March 2026, India announced updated targets, aiming to cut emissions intensity by 47% from 2005 levels and achieve 60% of its installed electricity capacity from non-fossil sources by 2035. While the country has made impressive strides in renewables, every new coal plant complicates this goal. Burning more coal will inevitably increase India's overall greenhouse gas emissions, making its long-term goal of achieving net-zero by 2070 a steeper climb. This creates a difficult contradiction: meeting short-term energy needs with coal while promising long-term climate action.
The Hidden Price Paid at Home
The long-term costs of coal are not just measured in carbon emissions. The price is paid daily by citizens in the form of severe air and water pollution. Emissions from coal-fired power plants are a major contributor to the smog that chokes India's cities and are linked to staggering public health crises. Studies have estimated that pollution from coal plants is responsible for over 100,000 premature deaths annually, along with millions of cases of asthma and other respiratory illnesses. The economic toll of these health impacts runs into billions of dollars each year. Furthermore, coal mining leads to land degradation, deforestation, and water stress, often displacing vulnerable communities and destroying livelihoods in the process. Research has also shown significant damage to crop yields from coal pollution, impacting food security and the agricultural economy.
The Renewable Energy Puzzle
India's story is not one of simply choosing coal over green alternatives. The nation is also a renewable energy powerhouse, ranking among the top countries for solar and wind capacity. In fact, India achieved its 2030 target of 50% non-fossil fuel installed capacity five years ahead of schedule in 2025. However, the transition is not as simple as just building more solar panels. A key challenge is the intermittency of renewables—solar produces power only during the day, while demand often peaks in the evening. This creates a need for dispatchable power that can be turned on and off at will, a role coal currently fills. Integrating vast amounts of renewable energy requires massive investments in grid modernization, transmission lines, and, crucially, energy storage solutions like batteries to ensure a stable supply. Until these storage and grid challenges are solved at scale, coal remains the default for reliability.
