What's Causing the Confusion?
The heart of the concern stems from the Indian Space Policy 2023, which formalised a new structure for the nation's space activities. This policy encourages private companies, termed Non-Governmental Entities (NGEs), to participate in everything from building
satellites and rockets to offering launch services. This led to speculation that ISRO, which historically managed all these tasks, was being sidelined. These fears were amplified when employee associations at ISRO sought official clarity after comments from the chairman of the new regulatory body, IN-SPACe, suggested that ISRO would eventually stop manufacturing launch vehicles. The perception was that private industry would take over the core functions, reducing ISRO to a mere research hub.
Meet the New Players: IN-SPACe and NSIL
To understand the new landscape, we need to know the two new organisations created to work alongside ISRO. The first is the Indian National Space Promotion and Authorisation Centre (IN-SPACe). Think of it as the traffic controller and facilitator for the private space industry. It's a single-window agency that authorises, promotes, and supervises the activities of private companies, ensuring they have access to ISRO facilities in a regulated manner. The second is NewSpace India Limited (NSIL). This is a public-sector company and the commercial arm of ISRO. Its job is to take the mature, proven technologies developed by ISRO—like the PSLV rocket—and commercialise them, handling manufacturing and launch contracts with industry partners. This unbundling separates regulation (IN-SPACe), commercialisation (NSIL), and advanced research (ISRO).
So, What Does ISRO Do Now?
This is the key question. ISRO has clarified that far from shrinking, its role is becoming more focused and ambitious. With NSIL and private players handling the routine manufacturing of established rockets and satellites, ISRO's scientists and engineers are freed up to concentrate on the next frontier. Its mandate now emphasizes advanced research and development, pioneering new technologies, and undertaking complex national missions. This includes human spaceflight (Gaganyaan), developing next-generation reusable launch vehicles, deep-space exploration like missions to the Moon and beyond, and building strategic assets for the nation. In short, ISRO is moving from doing everything to doing the groundbreaking work that only a national space agency can.
ISRO's Official Rejection of the 'Shrinking' Narrative
Following the concerns raised by its employees, ISRO issued a strong and unequivocal clarification. In official statements, the agency stated that assertions about it being privatised or its role diminishing are "completely baseless and incorrect." ISRO's leadership has been firm that the reforms are about "ecosystem expansion and capability multiplication, not privatisation." The goal is to grow India's share of the global space economy from its current small percentage to over 10%. ISRO Chairman S. Somanath and IN-SPACe Chairman Pawan Goenka have both publicly stated that ISRO will remain the "bedrock" of India's space program. The message is clear: the changes are designed to build a larger Indian space ecosystem, with ISRO leading from the front, not fading into the background.
Why This New Model Matters for India
The strategic shift is about ambition. India has grand plans for space, including establishing its own space station (the Bharatiya Antariksh Station) by 2035 and sending an astronaut to the Moon by 2040. These incredibly demanding goals require ISRO's full attention on cutting-edge R&D. Achieving this scale is not possible with government funding alone. By bringing in private enterprise to handle production and commercial services, the entire sector can grow faster, attract more investment, and create more jobs. It allows India to build more rockets and satellites than ISRO could alone, servicing a global demand for launch services and strengthening the domestic supply chain. The new model envisions a powerful synergy: a thriving private industry handling the known, while ISRO charts the course into the unknown.
