For decades, the Indian Space Research Organisation (ISRO) has been the sole custodian of India's space ambitions. From designing and building rockets like the PSLV to manufacturing satellites and managing their launch and operations, ISRO did it all.
This end-to-end control was crucial in establishing India as a formidable space-faring nation, culminating in historic achievements like the Mars Orbiter Mission and the Chandrayaan moon landings. ISRO functioned as the researcher, developer, manufacturer, and service provider, a model that served the country well in building its foundational capabilities from scratch.
A New Galaxy of Players
The landscape is now changing dramatically. Recent government reforms, crystallised in the Indian Space Policy 2023, have created a new structure. Two key bodies have been established: IN-SPACe (Indian National Space Promotion and Authorisation Centre) and NSIL (NewSpace India Limited). Think of IN-SPACe as the single-window regulator and facilitator, designed to authorise and supervise private companies wanting to build rockets, operate satellites, or use ISRO facilities. NSIL, on the other hand, acts as the commercial arm, tasked with marketing ISRO's mature technologies and managing demand for launches. This new framework is designed to move India from an ISRO-led program to a whole-of-nation space ecosystem.
Why People Think ISRO's Role is Shrinking
The perception that ISRO's role is diminishing stems directly from this new division of labour. The reforms explicitly aim to transfer routine and mature manufacturing activities to the private sector and public sector undertakings. For example, the production of workhorse rockets like the PSLV and routine satellites will increasingly be handled by private industry. This has led to concern, even among ISRO employee associations, that the agency's core functions are being handed over, potentially reducing its importance. When officials state that ISRO will eventually stop manufacturing launch vehicles, it naturally raises questions about what the agency will do next.
The Rebuttal: A Shift, Not a Shrinkage
ISRO and government officials have strongly rejected these claims, framing the change not as a reduction but as a strategic evolution. In recent clarifications, ISRO stated it will "neither be privatised nor will its importance be diminished." The core of their argument is that offloading routine production frees up ISRO's immense scientific and technical talent to focus on what industry cannot yet do: frontier R&D and complex, high-risk missions. This means dedicating more resources to next-generation launch vehicles, human spaceflight (Gaganyaan), deep-space exploration to the Moon and Venus, and critical national security capabilities. The agency is not stepping back; it is aiming higher.
Fueling a National Space Economy
The ultimate goal is to dramatically expand India's space economy, which is currently valued at around $8.4 billion and projected to grow to over $40 billion by 2033. This growth cannot be achieved by a single organisation. By enabling private players—from large corporations to over 400 new startups—to handle manufacturing and commercial services, the reforms aim to create a vibrant, competitive ecosystem. This model, which echoes NASA's strategy of using private companies like SpaceX for routine launches, allows the national agency to focus on exploration and cutting-edge science. For India, it’s about creating an entire industry, not just running a government programme. ISRO's role transforms from being the sole player to the expert captain of a much larger team, guiding the national space effort.
