The New Rules of Departure
In response to what it termed a “spate of requests for voluntary retirement and resignation,” the Department of Space (DoS) issued a new memorandum in mid-July 2026. This directive effectively tightens the exit procedure for many of its key scientific
personnel. Previously, directors of individual ISRO centres could approve resignations for many scientists. Under the new protocol, requests from Group 'A' scientific and technical staff, especially those involved in prestigious national projects like the Gaganyaan human spaceflight mission, will no longer be approved routinely. Instead, these requests must be forwarded to the Department of Space for a final decision, along with clear recommendations from the centre directors. The stated aim is to prevent the disruption of crucial, time-sensitive projects of national importance.
A Brain Drain to the Private Sector
One of the most significant drivers behind the exodus is the phenomenal growth of India's private space industry. Since the sector was opened to private participation in 2020, a host of dynamic startups like Skyroot Aerospace, Agnikul Cosmos, and Pixxel have emerged. These companies are developing everything from launch vehicles to satellites and are hungry for experienced talent. For many ISRO scientists, the private sector offers significantly higher salaries, lucrative stock options, and faster career growth. The opportunity to assume leadership roles earlier and work in a more agile environment, where the gap between planning and execution can be smaller, presents a powerful attraction that the government's pay scales struggle to match.
Internal Pressures and Frustrations
While the pull of the private sector is strong, internal factors within ISRO also contribute to the departures. Some former employees and reports point to a challenging work culture. Issues cited include intense pressure from tight, often seemingly arbitrary, deadlines, leading to burnout. Some scientists feel that a sense of patriotic duty is sometimes leveraged to justify extreme overwork, with leave being discouraged and a '24/7' work expectation becoming the norm for some teams. Other frustrations mentioned include sluggish career progression due to rigid hierarchical structures and an increasing amount of bureaucratic paperwork that takes time away from core scientific work. Delays in high-profile missions have also been cited as a source of uncertainty and demotivation.
The Impact on National Ambitions
The departure of more than 100 scientists, with some reports putting the number closer to 120, is not just a statistic. These individuals, some of whom are senior leaders with years of institutional knowledge on missions like Gaganyaan and Chandrayaan, are difficult to replace. The DoS memorandum explicitly states that the departures are “severely impacting implementation of projects of national importance.” While officials have noted that ISRO has a large workforce and recruitment is ongoing, the loss of specialised experience at a time when India is embarking on its most ambitious space projects ever—including a space station and lunar sample return missions—is a significant challenge.
