A Change in Protocol
The Department of Space (DoS) recently issued a directive aimed at slowing the stream of talent leaving the Indian Space Research Organisation (ISRO). According to a memorandum dated July 14, 2026, resignation and voluntary retirement requests from scientists
involved in critical national projects will no longer be routinely approved. Instead, each case must be sent to the DoS for a final decision, a move that centralises power and reverses a 2020 policy that gave ISRO’s centre directors the authority to approve such exits. This new directive specifically targets personnel working on high-stakes ventures like the Gaganyaan human spaceflight mission, indicating official concern that the departures are impacting projects of national importance.
The Brain Drain Dilemma
The government's intervention was not unprompted. In recent months, ISRO has seen a significant number of its experienced personnel leave, with estimates suggesting between 100 and 120 scientists have resigned. The departures have hit some of ISRO’s most vital hubs, including the U R Rao Satellite Centre in Bengaluru and the Vikram Sarabhai Space Centre in Thiruvananthapuram. This is more than just a numbers game; it represents a critical loss of institutional knowledge. Those leaving include senior project directors and specialists who possess years of accumulated, mission-specific expertise that cannot be easily replaced by new hires. For complex programmes like Gaganyaan, continuity and tacit knowledge are invaluable, and their loss poses a direct threat to mission timelines and safety.
The Pull of the Private Sector
The primary catalyst for this exodus is the spectacular rise of India’s private space industry. The Indian Space Policy of 2023 effectively opened the final frontier to private enterprise, leading to the creation of over 400 space startups. Many of these new companies were founded by ISRO veterans, and they are now actively recruiting from the agency's talent pool. For scientists, the appeal is undeniable: private firms offer significantly higher salaries, stock options, greater flexibility, and the chance to lead ambitious projects without the bureaucratic hurdles often found in government organisations. This is not a traditional brain drain where talent moves overseas; instead, it's a domestic migration from the public sector to a burgeoning private ecosystem that the government itself helped create.
A Question of Balance
While the DoS directive is a clear attempt to protect national assets and ensure the continuity of flagship missions, it has sparked a debate about its long-term effectiveness. Critics argue that making it harder for scientists to leave does not address the root causes of their departure. True talent retention, they suggest, requires systemic reform within ISRO. This includes offering more competitive pay, creating clearer and faster pathways for career advancement, and fostering a work environment that rewards innovation. Simply tightening exit procedures may be seen as a disciplinary measure rather than a genuine solution, potentially affecting morale among the remaining workforce. The challenge for India is to find a balance where its legacy public institution can thrive alongside the dynamic private industry it has spawned, ensuring the entire national space ecosystem remains strong.
