The Evidence of Overwhelming Numbers
The story of India’s strained hill stations begins with simple maths. Post-pandemic, a surge in domestic tourism has sent unprecedented numbers of visitors to the mountains. Himachal Pradesh, for instance, saw its tourist arrivals jump from 5.63 million
in 2021 to a staggering 1.80 crore by 2024, a more than 200% increase in just three years. Similarly, Uttarakhand recorded nearly 6 crore tourists in 2023, a 62% rise from 2018. These are not just figures on a page; they translate into real-world pressure. Towns like Shimla, originally planned for a population of 25,000, now have a resident population nearing 2.4 lakhs and can see over 20,000 tourists arriving daily during peak season. This influx means that on any given summer weekend, roads built for a few thousand vehicles are choked with tens of thousands, creating gridlocks that can last for hours.
Infrastructure on the Brink of Collapse
The most compelling evidence of overtourism lies in the failing infrastructure. The colonial-era water pipelines and sanitation systems in places like Shimla, Mussoorie, and Darjeeling were never designed to support today's floating populations. Water scarcity is now a predictable summer crisis. Shimla came close to a "day zero" water event in 2018, forcing a campaign asking tourists to stay away. This isn't an isolated incident; Nainital has seen its primary water source, the Naini Lake, drop to critically low levels, a direct result of increased demand and ecological disruption. Beyond water, waste management has become a monumental challenge. The Indian Himalayan Region generates over five million metric tonnes of waste annually from tourism, with a large portion being plastic. In peak season, per-capita waste generation in popular spots can be four times the national urban average, overwhelming local municipalities and turning pristine landscapes into garbage dumps.
The Changing Face of the Hills
The claim of “lost charm” is harder to quantify, but the evidence points to a visible transformation of the landscape. To meet tourist demand, a boom in often unplanned and illegal construction is underway. Forests are cleared and slopes are modified to build hotels and guesthouses, increasing the risk of landslides in these geologically fragile zones. Studies in Nainital have shown that built-up areas increased by nearly 50 per cent in zones where construction was officially banned. This concrete sprawl not only replaces the natural beauty that drew visitors in the first place but also contributes to a rise in local temperatures, turning once-cool retreats into urban heat islands. The very character of these towns is changing, from quiet havens to commercialised hubs where the roar of traffic drowns out the sounds of nature.
What the Evidence Doesn't Show
However, the narrative of decline isn't the full picture. The evidence also shows that tourism is the economic lifeblood for these regions. In Himachal Pradesh, the tourism sector contributes significantly to the state's GDP, creating jobs and supporting a wide array of businesses from hotels to local handicraft sellers. This economic dependency is a key reason why simply curbing tourism isn't a viable solution. Furthermore, the picture of a town being perpetually overrun is not always accurate. The intense pressure is often concentrated during peak seasons—summer holidays and long weekends. During the off-season, many of these same hill stations still offer the peace and quiet that built their reputations. The issue, therefore, is less about the existence of tourism and more about its concentration and lack of regulation. Community-led initiatives and the rise of homestays also show a growing movement towards a more sustainable model, where economic benefits are more widely distributed among locals.
