A New Space Race Begins at Home
For decades, the Indian Space Research Organisation (ISRO) was the sole custodian of India's space ambitions, handling everything from rocket design to satellite launches. But a major policy shift, crystallized in the Indian Space Policy 2023, is redesigning
this landscape. The reforms aim to create a vibrant ecosystem by inviting private companies to participate in routine space activities. To manage this, two new bodies were created. The Indian National Space Promotion and Authorisation Centre (IN-SPACe) acts as a single-window agency to facilitate and regulate the private sector's involvement. NewSpace India Limited (NSIL), ISRO's commercial arm, is tasked with commercializing mature technologies, such as the Polar Satellite Launch Vehicle (PSLV), by transferring them to industry. This move is designed to expand India's share of the global space economy from a modest 2% to a more ambitious 10% in the coming years.
Fears of a Fading Star
The opening of the sector has naturally led to concerns, particularly among ISRO's own workforce. Recent statements suggesting that ISRO would eventually stop manufacturing launch vehicles, handing this work over to private firms or PSUs, fueled speculation about the agency's diminishing role. Nine employee associations at ISRO recently sought official clarification, worried that outsourcing core manufacturing and operational functions could reduce in-house work and affect career progression. Critics, including former ISRO chairman G. Madhavan Nair, have also voiced concerns that IN-SPACe might be overstepping its regulatory mandate by getting involved in the commercial transfer of technology, a role originally designated for NSIL. The core fear is that the institution built with taxpayer money over sixty years could be slowly hollowed out as its proven technologies are handed over to commercial players.
ISRO's Rebuttal: A Shift, Not a Shrinkage
In response to the growing chatter, ISRO has been unequivocal. In a categorical statement, the agency confirmed it will "neither be privatised nor will its importance be diminished." Officials argue that the participation of the private sector is not about reducing ISRO's role, but enabling it to focus more intensely on its next chapter. The strategy is to transition out of the routine manufacturing of operational systems and hand over mature technologies to industry for large-scale production and commercial exploitation. This allows ISRO's scientists and engineers to concentrate their expertise on frontier R&D, advanced technologies, and complex national missions that the private sector is not yet equipped to handle. As IN-SPACe Chairman Pawan Goenka put it, ISRO will remain the "bedrock" of India's space sector.
From Doer to Enabler and Explorer
ISRO's new vision positions it as the brain of a larger national space enterprise, rather than its hands and feet. The agency's focus will now sharpen on cutting-edge and strategic areas. This includes ambitious future projects like the Gaganyaan human spaceflight program, the Bharatiya Antariksh Station (a planned Indian space station by 2035), and a crewed mission to the Moon by 2040. Furthermore, ISRO will spearhead deep-space and planetary exploration, next-generation reusable launch systems, and advanced satellite technologies for communications and Earth observation. In this new model, ISRO acts as a mentor and technology partner, hand-holding the private sector to build a robust space ecosystem. The goal is to dramatically increase India's launch capacity—from a handful per year to over 50—a target ISRO admits it cannot achieve alone.
Why the Spotlight is So Bright Now
The attention on this transition is growing because the stakes are enormous. The global space economy is valued at hundreds of billions of dollars and is projected to soar past a trillion. India is determined to capture a significant piece of this pie. The reforms are a high-stakes test of the country's ability to build a globally competitive commercial space industry, similar to what the United States has achieved with NASA and companies like SpaceX. The number of Indian space startups has already exploded, growing from just one in 2014 to over 400 today, attracting significant investment. This shift represents a pivotal moment for India's technological and economic aspirations. Successfully navigating this transition will determine whether India can establish itself as a major global space power, not just in science and exploration, but also in the lucrative commercial market.
