The Scale of the Departures
In recent months, a significant number of scientists have been heading for the exit. Reports indicate that between 100 and 120 scientists and engineers have resigned or taken voluntary retirement. This isn't a slow trickle; it's a noticeable wave of departures
that has prompted concern within the government. The exodus seems concentrated in key centres, with nearly 80 individuals leaving the U R Rao Satellite Centre (URSC) in Bengaluru and around 20 from the Vikram Sarabhai Space Centre (VSSC) in Thiruvananthapuram. These are not just junior employees; the departures include senior scientists with years of specialised expertise on critical national projects like Chandrayaan and the Gaganyaan human spaceflight programme. This trend is happening at a time when ISRO is already facing a staff shortfall, with over 2,600 vacancies out of more than 18,000 sanctioned posts.
The Powerful Pull of the Private Sector
The primary driver behind this talent migration is the meteoric rise of India’s private space sector. For decades, ISRO was the only destination for aspiring space scientists and engineers in the country. However, following major policy reforms in 2020 that opened the sector to private players, a vibrant ecosystem of startups has emerged. Companies like Skyroot Aerospace, Agnikul Cosmos, and Pixxel are now direct competitors for talent. They offer significantly higher salaries, lucrative stock options, and faster career progression. For many scientists, the private sector provides an opportunity to take on leadership roles much earlier and work in a more agile environment where ideas can move from concept to execution more rapidly. This isn't the traditional 'brain drain' to foreign countries; instead, it's a 'brain circulation' within India, where experienced talent nurtured by ISRO is now fueling the nation's burgeoning commercial space economy.
More Than Just Money
While the pay gap is a major factor, it isn't the only reason scientists are leaving. Some former and current employees point to a culture of bureaucratic hurdles and centralised decision-making that can slow down projects and stifle innovation. For professionals accustomed to high-stakes, fast-paced work, delays in major missions can be demoralising. The promise of greater operational flexibility and the chance to work on projects from end-to-end in the private sector is a powerful lure. Furthermore, some analysts argue that the core issue is a need for greater professional dignity and scientific autonomy within government-funded institutions. The old compact, where national pride and purpose outweighed monetary compensation, is now under strain as a dynamic and rewarding alternative has emerged right next door.
The Status: A Government Response
The government has taken notice of the trend and its potential impact on projects of national importance. In July 2026, the Department of Space (DoS) issued a memorandum tightening the rules for exits. The directive instructs ISRO centre directors not to routinely accept resignation or voluntary retirement requests from senior scientific and technical personnel (Group 'A') involved in critical missions like Gaganyaan. All such requests must now be forwarded to the DoS for a final decision. This move effectively reverses a 2020 policy that had decentralised this authority. While the measure shows the government's seriousness, critics argue that restricting departures is a short-term fix for a deeper cultural and structural problem. It's a gesture of control that addresses the symptom, not the cause.
