The Rumours vs The Reality
Speculation about the privatisation of ISRO gained traction following comments from officials and a growing push to involve private companies in space activities. This led to concern among ISRO employee associations, who sought official clarification
on the government's policy. In response, ISRO released a strong statement describing the assertions as "completely baseless and incorrect". The agency affirmed it will not be privatised and its national importance will not be diminished. ISRO Chairman V Narayanan personally reassured employees, stating that while the space ecosystem must grow, ISRO remains a government organisation funded by the government.
Not Privatisation, But a New Division of Labour
The core of the shift is not about selling off ISRO, but redefining its role. The government's strategy, outlined in the Indian Space Policy 2023, is to create a more dynamic national space ecosystem. This new model directs ISRO to transition away from the routine manufacturing of established systems and focus its energies on what it does best: advanced research and development. This includes pioneering next-generation technologies, leading deep-space exploration missions, undertaking complex scientific projects, and pushing the frontiers of space science. Essentially, the goal is to free up ISRO's immense scientific talent from repetitive production tasks.
Enter IN-SPACe and NSIL
To manage this new ecosystem, two key entities were created. The Indian National Space Promotion and Authorisation Centre (IN-SPACe) acts as a single-window agency to promote, authorise, and supervise the activities of private space companies. It is the regulator and facilitator, ensuring private players can access ISRO's facilities and technologies safely and in line with national policy. NewSpace India Limited (NSIL), on the other hand, is the commercial arm of ISRO. Its job is to commercialise mature technologies developed by ISRO, transferring them to industry and managing contracts for building and launching operational satellites and rockets. For example, a consortium including HAL and L&T is taking over the production of the workhorse Polar Satellite Launch Vehicle (PSLV).
Why This New Model Is Necessary
The rationale behind this strategic shift is multi-faceted. Firstly, it allows ISRO to focus on more ambitious and strategic goals, such as the Gaganyaan human spaceflight programme and the Bharatiya Antariksh Station planned for 2035. Secondly, it aims to dramatically expand India's space economy. ISRO Chairman V Narayanan noted that the country needs around 50 launches per year, a capacity that ISRO alone cannot meet. By bringing in private industry to handle routine production and services, the entire sector can scale up. The plan is to grow India's share of the global space market from its current size of around $9 billion to over $40 billion in the next decade. Even before this policy, ISRO was already investing almost 80% of its budget in private industry partners.
The Evolving Role of a National Icon
The message from ISRO is clear: its role is evolving, not diminishing. The agency will continue to be the principal institution for India's strategic missions and space science. By handing over proven, operational systems to industry, ISRO can avoid the limitations of relying solely on government funding for expansion and concentrate its resources on innovation. This model is not without precedent; major spacefaring nations have successfully created frameworks where a national agency like NASA coexists with a vibrant private sector like SpaceX. The goal is not to replace ISRO, but to build a larger, more capable national space infrastructure around it.
