pre-existing facilities owned by the government. In India, the Indian Space Research Organisation (ISRO) has actively supported startups by assisting with launchpad and control centre setup at its Satish Dhawan Space Centre. This provides access to not just the pad itself, but a universe of essential services: propellant storage, vehicle assembly buildings, and robust communication networks connecting the launch site to mission control. This public-private partnership model allows private entities to leverage decades of public investment, dramatically reducing the astronomical upfront costs and complexities of establishing a new spaceport.
The Unseen Rules of the Sky
