The New Rules of Departure
The Department of Space (DoS) has introduced a significant change in how scientists and engineers working on crucial national projects can leave the organisation. In a directive issued in July 2026, the power of ISRO's centre directors to routinely approve
resignations or voluntary retirement requests for key personnel was withdrawn. Now, any such request from a scientist involved in a high-priority mission must be forwarded to the DoS headquarters for a final decision. This move effectively reverses a 2020 policy that had decentralised this authority. The new protocol is not a blanket ban but a strategic checkpoint, designed to make the organisation pause and consider the impact of every key departure on its most important timelines.
Stemming a Rising Talent Tide
This policy shift wasn't made in a vacuum. It comes after what official communications described as a "spate of requests" for exit, with reports indicating that over 100 scientists have resigned or taken voluntary retirement in recent months. The primary driver for this exodus is the magnetic pull of India's booming private space sector. Since the sector opened to private participation in 2020, a vibrant ecosystem of startups has emerged, offering significantly higher salaries, stock options, faster career progression, and a more agile work environment. For many experienced ISRO scientists, these companies—some founded by former ISRO colleagues—present an irresistible opportunity to take on leadership roles and build cutting-edge technology from the ground up.
Defining 'Mission-Critical' Personnel
The new protocol is specifically aimed at safeguarding what the government calls "mission-critical" talent. These aren't just any employees; they are the Group 'A' scientific and technical personnel with years of accumulated institutional knowledge, often working at vital hubs like the U.R. Rao Satellite Centre in Bengaluru and the Vikram Sarabhai Space Centre in Thiruvananthapuram. The directive is a direct response to departures of personnel linked to flagship programmes of immense national prestige, most notably the Gaganyaan human spaceflight mission. Losing a project director or a lead simulation engineer at a crucial phase cannot be solved by simply hiring a replacement. The specialised expertise and intricate understanding of the mission are assets that take years to build, making their retention a matter of strategic importance.
Protecting India's Future in Space
The stakes are incredibly high. ISRO is juggling multiple ambitious projects simultaneously, from the Gaganyaan mission and future Chandrayaan explorations to the planned Bharatiya Antariksh Station. The unexpected departure of key talent can cause cascading delays, jeopardising timelines for these nationally significant endeavours. The DoS memorandum explicitly states that the recent wave of exits was "severely impacting the implementation of projects of national importance." While ISRO's leadership has expressed confidence in the organisation's ability to manage transitions, the centralisation of exit approvals underscores a clear concern: the loss of irreplaceable experience at a time when India's space ambitions are at an all-time high.
A Complicated Balancing Act
While the revised protocol aims to protect national interests, it also sparks a debate about talent management. Critics argue that making it harder for people to leave does not address the core reasons they want to depart in the first place. Simply tightening the rules could be seen as a temporary fix, potentially making the public sector seem more restrictive compared to the dynamic private industry. The long-term solution may lie in evolving ISRO's own structure, perhaps by adopting hybrid employment models similar to NASA's, which blend permanent staff with contractors to enhance flexibility and retention. The challenge for ISRO is to create an environment that not only attracts the brightest minds but also makes them want to stay, ensuring it remains the engine of India's space journey for decades to come.
