The Reality of the Exodus
In recent months, a significant number of scientists have resigned or taken voluntary retirement from ISRO, with reports indicating the figure is between 100 and 120 people. This isn't just a random trickle; the departures are concentrated in crucial
hubs like the U R Rao Satellite Centre in Bengaluru and the Vikram Sarabhai Space Centre in Thiruvananthapuram. More worryingly, many of those leaving are not junior engineers but seasoned experts with years of mission-specific knowledge on flagship programmes like Gaganyaan, Chandrayaan-3, and LVM-3. This loss of irreplaceable experience prompted the Department of Space to intervene in July 2026, issuing a directive to tighten the rules on resignations for personnel involved in critical national missions.
The Powerful Lure of Private Enterprise
The primary driver behind this talent migration is the explosive growth of India’s private space sector. Since the government opened the industry to private participation in 2020, a vibrant ecosystem of startups has emerged. Companies like Skyroot Aerospace, Agnikul Cosmos, and Pixxel are now developing their own rockets, satellites, and space-based technologies. For an experienced ISRO scientist, these firms offer a compelling package: significantly higher salaries, valuable stock options, faster career progression, and the opportunity to take on leadership roles much earlier. The appeal isn't just financial; it's also the chance to work in a more agile, less bureaucratic environment where ideas can move from concept to execution at a much faster pace.
Internal Pressures and Public Sector Pains
While the private sector pulls talent away, internal factors at ISRO also play a role. As a government organisation, ISRO operates on public sector pay scales, which have struggled to keep pace with what the private market now offers for similar expertise. Beyond compensation, some scientists have reportedly pointed to sluggish promotion structures and the stifling weight of bureaucracy as reasons for their departure. According to one former ISRO chief, a gradual increase in 'bureaucratisation' has dampened the innovative spirit that once defined the agency. When combined with the high pressure and long hours associated with missions of national importance, the appeal of a more dynamic and rewarding private sector role becomes difficult to ignore.
A Roadmap for Retaining India's Best
Simply tightening exit rules is a short-term fix, not a long-term solution. A sustainable strategy for talent retention at ISRO requires a multi-pronged approach. First, compensation structures must be reviewed to become more competitive, potentially through performance-based incentives and special allowances for those on critical projects. Second, career progression pathways need to be streamlined to ensure that talent is recognised and promoted faster, reducing bureaucratic delays. Third, fostering a culture of greater autonomy can empower scientists and make their work more fulfilling. Finally, ISRO could explore more flexible, hybrid employment models, allowing it to bring in specialised private sector talent for specific missions without requiring a life-long commitment, making the organisation more agile.
