What are 'Talking' Vehicles?
At its core, this new push is about Vehicle-to-Vehicle (V2V) communication. It's a technology that allows cars, trucks, and even two-wheelers to wirelessly exchange small packets of information with each other. This data includes their speed, location,
direction of travel, and braking status. Unlike existing safety systems like cameras or radar, which react to what they can 'see', V2V works even when a hazard is beyond the driver's line of sight. This is part of a larger ecosystem called Vehicle-to-Everything (V2X), which also allows vehicles to communicate with road infrastructure like traffic lights (V2I) and even pedestrians (V2P).
An Urgent Solution for Indian Roads
India's roads are among the most challenging in the world, with a chaotic mix of vehicles, high accident rates, and unpredictable conditions. In 2023 alone, road crashes resulted in over 173,000 fatalities. V2V technology is seen as a game-changer because it can pre-emptively address common accident scenarios. The system can issue an alert for sudden braking from a vehicle several cars ahead, even if it's obscured by a truck. It can also warn of a vehicle approaching a blind intersection or someone driving on the wrong side of the road, giving drivers crucial extra seconds to react and prevent a collision.
The Government's Roadmap
The 'push' is a concrete regulatory plan from the Ministry of Road Transport and Highways (MoRTH). In August 2026, the ministry issued a draft notification proposing a phased rollout of mandatory V2V systems. The timeline suggests that from October 1, 2027, any vehicle voluntarily equipped with a V2V system must comply with a new standard, AIS-230. The bigger step comes on October 1, 2028, when all newly manufactured two-wheelers, three-wheelers, passenger cars, and commercial trucks will be required to have these communication systems installed. This follows earlier moves in 2026 by the Telecom Regulatory Authority of India (TRAI) to create a regulatory framework for the technology.
Technology and Standards
The system will be governed by the new Automotive Industry Standard, AIS-230, which sets out the technical and security requirements. India appears to be standardising around Cellular Vehicle-to-Everything (C-V2X) technology. This system uses a dedicated radio frequency band (5.9 GHz) that has been made license-free, paving the way for easier deployment. C-V2X has gained global momentum because it can leverage existing cellular infrastructure, which helps reduce costs and aligns with the rollout of 5G networks, promising a more scalable solution for a vast country like India.
Hurdles on the Horizon
While the promise is immense, the road to a fully connected vehicle ecosystem has challenges. The primary hurdle is the transition period. The benefits of V2V technology increase exponentially as more equipped vehicles join the network. For many years, new 'talking' cars will share the road with millions of older, non-connected vehicles, meaning onboard sensors like cameras will remain essential. Other challenges include the cost of the new hardware, ensuring robust cybersecurity to prevent hacking, and building out the necessary infrastructure not just in smart cities but across the nation's vast and varied road network. However, the government's clear regulatory roadmap is a significant step toward solving these issues and building a safer automotive future.
