The Shifting Regulatory Skies
The phrase "supply capacity" is key to understanding the current situation. For years, SpaceX’s Starlink has aimed to sell its satellite internet service directly to Indian consumers, a plan that has faced significant regulatory hurdles. However, recent
discussions and recommendations from the Telecom Regulatory Authority of India (TRAI) suggest a new path forward. Instead of direct-to-consumer sales, the model being considered would allow companies like SpaceX to act as capacity providers. This means they could sell their satellite bandwidth to licensed Indian telecom operators, who would then offer services to the end customer. This approach aligns with India's complex regulatory framework, which includes stringent security and licensing requirements under the Global Mobile Personal Communication by Satellite (GMPCS) license. While Starlink did receive a GMPCS license in 2025, final approvals have been caught in delays, partly due to national security concerns.
A Fiercely Competitive Arena
SpaceX is not entering an empty market. The Indian satellite communications landscape is already a battleground for titans. Bharti Enterprises is a major investor in OneWeb, a rival low Earth orbit (LEO) satellite constellation that has already secured its GMPCS license and is partnering with Hughes to deliver services across India. OneWeb aims to connect the most remote parts of the country, from Ladakh to Kanyakumari, and has already launched a significant portion of its satellite fleet. On another front is Reliance Jio, which has ambitions that are just as grand. The company, which disrupted India's terrestrial mobile data market, is not just relying on partnerships. As of July 2026, Indian regulators have deemed Jio's plan to deploy its own constellation of around 1,600 LEO satellites as "technically sound." With a proposed capacity that reportedly dwarfs what Starlink has been approved for, Jio is positioning itself to be a dominant homegrown player.
The Starlink Saga Continues
Starlink’s journey in India has been a rollercoaster. After an initial push in 2021 was halted for not having the requisite licenses, the company has taken a more cautious and compliant approach. In 2025, it secured a GMPCS license, a critical step that put it on par with competitors like OneWeb and Jio Satellite Communications. However, progress has been slow. In June 2026, reports emerged that final security clearances were frozen due to concerns about the government's ability to control a foreign operator during geopolitical events. This highlights the Indian government's careful balancing act: wanting the benefits of foreign technology while ensuring national security and sovereignty. Despite the hurdles, Starlink has been preparing for an eventual launch, with plans for nine gateway earth stations across major Indian cities.
The Government's Strategic Calculus
For the Indian government, the goal is twofold: to bridge the persistent digital divide affecting millions in rural and remote areas, and to foster a competitive, yet secure, communications market. Permitting global players like SpaceX and Amazon's Project Kuiper brings in cutting-edge technology and investment. At the same time, the government is keen to support domestic champions, evident in the swift assessment of Jio's ambitious satellite plans. The debate over spectrum allocation—whether it should be auctioned or administratively assigned—has been a major point of contention, pitting terrestrial telecom operators against satellite companies. TRAI has recommended administrative allocation with a revenue-share model to encourage investment, but the final policy decision from the Union Cabinet is still awaited. This policy will be the ultimate rulebook that determines the financial viability and competitive dynamics for all players involved.
What Does This Mean for India?
The entry of multiple high-capacity satellite internet providers could be a game-changer for 'Digital India'. For consumers and businesses in areas with poor or non-existent fibre connectivity, LEO satellites promise reliable, high-speed internet. This could revolutionize everything from remote work and education to telemedicine and e-commerce in underserved regions. The increased competition could also eventually lead to more competitive pricing, although initial satellite services are expected to be priced at a premium compared to existing broadband. Furthermore, the development of a domestic satellite ecosystem, spurred by players like Jio and private rocket companies like Skyroot, aligns with the 'Make in India' initiative, creating skilled jobs and enhancing the nation's strategic capabilities in space.
