The Numbers Sparking Concern
Recent reports, primarily citing sources within the Indian Space Research Organisation, indicate that between 100 and 120 scientists have resigned or taken voluntary retirement in just the last few months. The departures are not evenly spread, with key
centres like the U R Rao Satellite Centre (URSC) in Bengaluru reportedly losing around 80 people and the Vikram Sarabhai Space Centre (VSSC) in Thiruvananthapuram seeing about 20 exits. While this figure represents a small fraction of ISRO's total workforce of over 14,600, the concern lies in the seniority and specialisation of those leaving. The list includes project directors and key minds from critical missions like Chandrayaan-3 and the upcoming Gaganyaan human spaceflight programme.
The Pull of the Private Sector
The primary driver behind this exodus is the booming private space industry in India. Since the sector was opened to private participation in 2020, over 400 startups like Skyroot Aerospace and Agnikul Cosmos have emerged, creating a competitive market for aerospace talent. These private firms offer what ISRO, as a government body, often cannot: significantly higher salaries, lucrative stock options, and faster career progression. While an entry-level ISRO scientist might earn around ₹8-14 LPA, private sector roles can be far more rewarding financially, with senior engineers commanding upwards of ₹25-60 LPA. For many, the opportunity to take on leadership roles earlier and work in a more agile environment is a powerful incentive.
Beyond the Pay Cheque
Money isn't the only factor. Some scientists have pointed to a 'stifling weight of public sector bureaucracy' and rigid hierarchical promotion structures as reasons for leaving. Delays in high-profile missions, such as the Gaganyaan G1 test flight, can also erode motivation for scientists accustomed to high-stakes, fast-paced work. Furthermore, some reports suggest that decision-making has become increasingly centralised within the organisation, reducing the autonomy and operational flexibility for scientists at various centres. The very ecosystem that ISRO helped create is now presenting a more attractive overall career package for the talent it nurtured.
A Brain Drain or Normal Attrition?
Attrition has been a recurring challenge for ISRO. Official records show that around 700 employees left between 2012 and 2024. However, the recent spike is alarming because of the concentrated loss of invaluable, mission-specific experience. The departure of a scientist who led simulations for the Chandrayaan-3 landing, for instance, represents a loss of knowledge that cannot be easily replaced by a new recruit. In response, the Department of Space (DoS) has moved to tighten exit rules. A recent directive requires that all resignation requests from scientists on critical missions now need final approval from the DoS, a reversal of a 2020 policy that allowed centre directors to approve them. This signals the government's serious concern over the potential impact on strategic projects.
ISRO's Path Forward
While ISRO's leadership has acknowledged the departures, they maintain that the organisation is prepared to handle the transition and that new talent will step up. However, the issue highlights a fundamental tension. For decades, the prestige of working on national missions was a core part of ISRO's appeal, often outweighing modest government salaries. That compact is now under strain as a vibrant private sector, which ISRO itself helped foster, competes for the same elite talent. Simply restricting exits is a short-term measure. The long-term solution will require a deeper look at compensation structures, career growth opportunities, and organisational culture to ensure that India's premier space agency remains the primary destination for the nation's brightest minds.
