Chhattisgarh's strong performance comes from the recently launched Investment Friendliness Index (IFI) 2026, a comprehensive report by NITI Aayog and CRISIL. This index evaluates states on their ability to attract and sustain investment. While the state secured
the ninth position overall among 17 major states, its standout achievement was ranking third in the 'Resource Availability' pillar. This specific parameter assesses the availability of crucial inputs for industry, including natural resources, skilled labour, and land. The recognition validates the state's long-held identity as a resource-rich region and signals that these assets are being effectively leveraged to attract capital. This performance is part of a larger success story, with the state attracting investment proposals worth nearly ₹8 lakh crore in the last 18 months.
A Foundation of Natural Wealth
The term 'strong resources' in Chhattisgarh immediately brings to mind its immense mineral deposits. The state is India's second-largest producer of coal and lignite and a leading producer of other metallic and non-metallic minerals. This natural endowment provides a powerful and inherent advantage, creating a ready-made ecosystem for mineral-based industries, from steel and aluminium to cement manufacturing. Investors in these core sectors are drawn to the state due to the proximity of raw materials, which significantly reduces logistical costs and complexities. The IFI ranking confirms that this mineral wealth remains a primary driver of its industrial attractiveness. However, the state's resources are not limited to what's under the ground. Reliable and competitively priced power is another critical resource where Chhattisgarh has a strong track record, providing the energy needed to fuel industrial growth.
Policy and People: The Other Key Resources
Beyond its natural riches, Chhattisgarh's recent success is built on strategic policy-making and human capital. The state topped the rankings in two other critical IFI parameters: 'Regulatory Ease' and 'Institutional Environment'. This indicates that the government has made significant strides in cutting red tape and creating a predictable, stable, and business-friendly atmosphere. Reforms under the Vishnu Deo Sai administration, including the Chhattisgarh Ease of Doing Business Act, 2026, and the decriminalisation of minor business offences, have been credited with boosting investor confidence. Furthermore, the state boasts a female workforce participation rate of 58.1 per cent, which is 41 per cent higher than the average for major states, showcasing a deep and inclusive labour pool. This combination of proactive governance and available human resources is turning the state into a more holistic investment destination.
Diversifying the Industrial Landscape
While core sectors remain vital, the recent influx of investment proposals shows a clear trend towards diversification. The state is now attracting interest in future-focused industries such as semiconductors, artificial intelligence data centres, textiles, and pharmaceuticals. This shift is supported by the state's new Industrial Development Policy 2024-30, which aims to foster growth beyond mineral-based industries by promoting sectors like agro-processing and renewable energy. The policy focuses on creating a robust ecosystem for various industries by offering tailored incentives and streamlining administrative processes. This forward-looking strategy is crucial for building a resilient and multi-faceted economy that is less dependent on a single sector and better prepared for future economic trends.
The Road Ahead
Ranking third in resource availability is a major win, but the journey doesn't end here. The overall IFI ranking of ninth shows there is still room for improvement in other areas. Sustaining momentum will require a continued focus on balancing industrial growth with environmental sustainability, a challenge acknowledged in the state's industrial policy. The state ranked an impressive second in 'Environmental Resilience', suggesting a strong foundation for managing this balance. Ensuring that the benefits of investment translate into widespread employment and inclusive development, particularly in tribal and backward regions, remains a key objective.
