Decoding the New Toll Rule
The Ministry of Road Transport and Highways has amended the National Highways Fee Rules, introducing a new formula for calculating tolls. The headline feature is a ceiling that prevents toll charges from becoming excessively high on certain routes. Under
this revision, toll authorities must now use whichever of two calculations results in a lower fee for the commuter. This change specifically targets highway sections that include expensive infrastructure like bridges, tunnels, and elevated roads. The National Highways Authority of India (NHAI) has started directing its field offices to implement this new, more commuter-friendly system.
What Are 'Structure-Based' Tolls?
Not all highway kilometres are treated equally. Building and maintaining a bridge over a river or a tunnel through a mountain is far more expensive than paving a flat road. To recover these higher costs, the old toll system applied a heavy multiplier. A kilometre of a 'structure'—defined as an independent bridge, tunnel, or flyover longer than 60 metres—was often treated as equivalent to 10 kilometres of a regular highway for tolling purposes. This meant that a relatively short drive across a long bridge could result in a surprisingly high toll charge, as there was previously no upper limit.
The Old System and Its Flaws
Previously, the formula was straightforward but could feel unfair. The tollable distance was calculated by taking the length of the structure, multiplying it by 10, and adding the length of the regular road. For a highway stretch that consisted almost entirely of bridges or tunnels, this led to massive tollable distances. For example, a 40-km highway comprised entirely of bridges would be tolled as if it were 400 km long (40 km x 10). This method was intended to help recover high construction costs but often placed a heavy burden on commuters, particularly on routes with significant structural elements.
How the New 'Five-Times' Cap Works
The new rule introduces a crucial check and balance. Tolls are now calculated using two methods, with the final charge based on the lower result. The first method is the old one: (length of structure x 10) + remaining road length. The second, new method is a simple cap: total length of the entire section x 5. Let's revisit the 40-km all-bridge highway. The first calculation is 400 km. The second is now 200 km (40 km x 5). Since 200 km is the lower figure, the toll is calculated based on this distance, effectively halving the cost for the traveller in this scenario. This 'five-times' ceiling ensures that the toll never feels completely disconnected from the actual distance travelled.
What This Means for Your Travel Costs
This change will not affect tolls on regular highways that have no major structures. The biggest beneficiaries will be commuters on routes with a high concentration of bridges, flyovers, or tunnels. For example, on a 40-km stretch with 30 km of structures and 10 km of normal road, the old tollable length was 310 km. Under the new rule, the five-times cap limits it to 200 km (40 km x 5), resulting in a significant reduction. The government's goal is to make tolling more uniform and affordable, which should ease the financial strain on both private car owners and commercial vehicle operators.
