A Major Push for Solar on Water
The Pradhan Mantri Surya Sarovar Yojana is a Rs 5,070-crore scheme designed to massively scale up India's floating solar capacity. The core objective is to install 5,000 megawatts (MW) of floating solar photovoltaic (FSPV) projects on the surfaces of reservoirs,
lakes, and other water bodies across the country. This represents a more than seven-fold increase from the roughly 700 MW of floating solar capacity currently installed in India. To ensure a steady power supply, each project will be coupled with an energy storage system (ESS) with a minimum of two hours of backup, creating a total of 10,000 MWh of storage capacity nationwide. Projects will be sanctioned between the 2026-27 and 2030-31 financial years.
Why Float When You Can Build on Land?
The primary advantage of floating solar is that it solves a critical issue for a densely populated country like India: land scarcity. By utilizing the surfaces of existing water bodies, the scheme avoids the lengthy and often contentious process of acquiring large tracts of land needed for traditional ground-mounted solar farms. There are technical benefits, too. The water has a natural cooling effect on the solar panels, which can increase their efficiency and energy output compared to panels baking on hot land. Furthermore, by covering the water's surface, these solar arrays reduce evaporation, helping to conserve precious water resources—a significant co-benefit for reservoirs used for drinking water and irrigation.
The Financial Framework
To encourage development, the government is offering significant financial incentives. Developers will receive Central Financial Assistance (CFA) of Rs 1 crore per MW once a project is successfully commissioned. Recognising the initial hurdles, the scheme also provides up to Rs 50 lakh per project for crucial preparatory work. This includes funding for feasibility studies, environmental assessments, and detailed hydrography surveys to de-risk projects from the outset and attract investment.
Navigating the Challenges Ahead
Despite the immense potential, scaling up floating solar comes with challenges. The upfront cost is generally higher than for land-based projects due to the need for specialised floats, anchoring systems, and waterproof cabling that can withstand the elements. Ensuring the durability of these installations against strong winds, waves, and fluctuating water levels is a key technical consideration. There is also a need to carefully study the potential environmental impact on aquatic ecosystems to ensure that the growth of clean energy does not come at an ecological cost. The scheme attempts to address some of these issues by providing funds for detailed initial studies.
A Big Step in India's Green Journey
The Surya Sarovar scheme is a crucial component of India’s larger climate goals. The nation has set an ambitious target of achieving 500 gigawatts (GW) of non-fossil fuel energy capacity by 2030. The 5,000 MW from this scheme will make a direct contribution to that goal. The National Institute of Solar Energy has estimated India’s total floating solar potential to be a massive 102 GW, suggesting this scheme is only tapping into a small fraction of what's possible. Once operational, the projects under this yojana are expected to reduce carbon dioxide emissions by approximately 10 million tonnes annually and generate around 16,000 to 17,000 full-time equivalent jobs across the value chain.
