The Scale of the Exodus
In recent months, a significant number of scientists have resigned or sought voluntary retirement from one of India's most prestigious institutions. According to multiple reports citing ISRO sources, between 100 and 120 scientists have left. The departures
are not evenly spread, with some of the most critical centres seeing a notable outflow. The U R Rao Satellite Centre (URSC) in Bengaluru, crucial for satellite technology, has reportedly lost around 80 people, while the Vikram Sarabhai Space Centre (VSSC) in Thiruvananthapuram, the lead centre for launch vehicles, has seen about 20 exits. These aren't just junior staff; they include key personnel like the project director for the LVM3 rocket—the launch vehicle for the Gaganyaan mission—and a scientist who led the vital simulation team for Chandrayaan-3. The government has responded by tightening exit rules, requiring scientists on critical projects to get approval from the Department of Space (DoS) before they can leave.
The Pull of the Private Sector
A primary driver behind this trend is the explosive growth of India's private space industry. Since the sector was opened to private participation in 2020, a vibrant ecosystem of startups has emerged. Companies like Skyroot Aerospace, Agnikul Cosmos, and Pixxel are now developing everything from rockets to satellites. For many scientists, these private firms offer what a government organisation struggles to match: significantly higher pay, stock options, and faster career progression. An entry-level ISRO scientist might earn around ₹72,000 per month, while a senior scientist with two decades of experience tops out at about ₹2 lakh. In contrast, the founders of Skyroot, both former ISRO scientists, now hold a combined stake worth thousands of crores in their billion-dollar company. This stark financial difference, coupled with the opportunity to build technology from the ground up in a less bureaucratic environment, is proving to be a powerful lure.
Internal Pressures and Structural Issues
While the private sector's pull is strong, internal push factors at ISRO are also contributing to the departures. Some current and former officials point to a growing centralisation of decision-making, which can slow down processes and reduce the autonomy of individual centres and teams. The rigid hierarchical structures inherent in a public sector organisation can mean slower promotions and career growth compared to the more agile private sector. Furthermore, delays in high-profile missions, such as the Gaganyaan human spaceflight program, can impact motivation for scientists working on these cutting-edge projects. A former ISRO chairman, G. Madhavan Nair, has suggested that the issue isn't just about money but about a slow "bureaucratisation" that has eroded some of the agency's traditional operational agility.
ISRO's Response and the Road Ahead
ISRO's leadership has publicly acknowledged the resignations but maintains that the organisation is equipped to handle the turnover. ISRO Chairman V. Narayanan stated that attrition is a part of every organisation and that responsibilities are being reassigned to ensure that important projects do not suffer. In parallel with tightening exit norms, the agency is also conducting a significant recruitment drive to fill vacancies across scientific and technical roles. However, the challenge is not just replacing numbers, but retaining invaluable experience. The scientists leaving often carry years of specialised knowledge on mission-critical systems that cannot be easily replaced by new hires. The current situation presents a paradox: the very ecosystem ISRO helped create by fostering space technology in India is now its main competitor for talent.
