A National Mission for AI
This initiative is a core component of the ambitious IndiaAI Mission, a government program approved in March 2024 with a budget of over ₹10,371 crore. The mission aims to build a complete AI ecosystem, covering everything from computing infrastructure
and startup funding to workforce development. The 27 labs fall under the mission's "FutureSkills" pillar, which is designed to democratise AI education and create a large-scale talent pipeline that extends beyond the country's major metropolitan hubs. The goal is to equip India’s youth with the tools needed to innovate and compete on a global scale.
The 27-Lab Network
So far, 27 of these Data and AI labs are operational, spread across 21 different states and union territories. This marks the first phase of a much larger plan. The government has announced that another 188 labs are planned for Industrial Training Institutes (ITIs) and Polytechnics, signalling a clear intent to integrate AI literacy at the vocational level. The rollout focuses heavily on bringing high-quality training infrastructure to Tier 2 and Tier 3 cities, providing students and professionals in smaller towns with opportunities previously available only in major tech centres. As of late July 2026, over 5,500 people have enrolled for training in these new facilities.
Why Skills Trump Certificates
The defining feature of these labs is their emphasis on practical application. For years, the tech education landscape has been saturated with online courses that offer certificates but little in the way of job-ready skills. The IndiaAI labs aim to fix this by providing hands-on access to the essential tools of the trade: powerful hardware, large datasets, and real-world problem-solving environments. The curriculum, which is open to students, working professionals, and even government employees, covers data fundamentals, machine learning basics, and applied AI tools. This model directly addresses a persistent complaint from the industry: that many graduates with AI certifications lack the practical experience to contribute from day one. By focusing on building, testing, and deploying AI models, the program ensures that learning is tied to tangible outcomes.
A Shift in Economic Strategy
This focus on practical skilling is more than just an educational reform; it reflects a broader shift in India's economic ambitions. For decades, India's tech story was dominated by its IT services sector, which thrived on labour arbitrage. However, building a true AI-powered economy requires a move from providing services to creating original products and intellectual property. Initiatives like the AI labs are fundamental to this transition. By creating a workforce that can not only maintain AI systems but also build and innovate with them, India is laying the groundwork for a future where it is a producer, not just a service provider, of high-end technology. This investment in human capital is a direct bet on India's ability to move up the global value chain.
Promise vs. Progress
Despite the promising start, the road ahead is long. With 27 labs operational, the government has delivered only a fraction of the total planned network of over 200 centres. Reports note that the rollout has been uneven, with some states still waiting for their first lab to open. While thousands have enrolled, the number of individuals who have completed training and received certification is currently much smaller, at just over 1,200. Furthermore, these public efforts are still dwarfed by the massive internal training programs run by large IT corporations like TCS and Infosys, which skill their own employees by the tens of thousands. The government's program is not meant to replace these but to create a broad, publicly accessible foundation for AI literacy that the private sector can then build upon.
