The Engine Room of Digital India
Data centres are the physical heart of the internet. Every time you stream a movie, make a UPI payment, or use a cloud service, you are connecting to one of these facilities. They are vast, secure buildings filled with powerful computers that store, process,
and distribute the digital information that defines modern life. With the rise of Artificial Intelligence (AI) and the government's push for Digital India, the country is witnessing an unprecedented boom in data centre construction. States like Maharashtra, Tamil Nadu, and Andhra Pradesh are becoming major hubs, with investments pouring in to build 'hyperscale' facilities that can handle immense computational loads. This growth is essential for India's technological ambitions, but it also brings significant environmental responsibilities.
A Mismatch in the Rulebook
The central issue lies in India's primary environmental regulation, the Environmental Impact Assessment (EIA) Notification of 2006. This framework was created to assess the potential environmental damage of new projects before they are built. However, it lacks a specific category for data centres. Instead, they are treated as 'Building and Construction Projects' or 'Township and Area Development Projects'. According to a recent clarification from the Union Environment Ministry in Parliament, a data centre requires prior environmental clearance only if its built-up area exceeds 20,000 square metres or it is part of a township larger than 50 hectares. This clearance is granted at the state level, often without the need for extensive public hearings that more intensive industrial projects require.
More Than Just Bricks and Mortar
Treating a data centre like an office building or a housing complex overlooks its unique and immense resource consumption. Unlike a typical building, a data centre's primary function is computation, which generates a massive amount of heat. This requires constant, energy-intensive cooling. Their two main environmental impacts are staggering electricity and water usage. A single hyperscale data centre can consume as much electricity as a small town. This puts a strain on the power grid, and since much of India's electricity still comes from fossil fuels, it contributes to greenhouse gas emissions. Secondly, many cooling systems rely on water, consuming millions of litres annually. In a water-stressed country like India, this level of consumption can strain local aquifers and create competition for a vital resource.
The Regulatory Debate
Environmentalists and citizen groups, particularly in areas like Visakhapatnam where large data centre parks are planned, argue this classification is dangerously inadequate. They demand that data centres be reclassified as major industrial projects, which would trigger more stringent EIA processes, including mandatory public consultations and closer scrutiny of their resource needs. The government's position is that the current framework is sufficient. Officials state that when appraising these projects, aspects like freshwater availability, water balance, and greywater recycling are considered. They also point out that water use and discharge are regulated by other laws like the Water Act of 1974. However, critics argue these existing laws focus more on pollution from discharge rather than the sheer volume of consumption, which is the core issue with data centres.
Finding a Path Forward
The challenge is to balance India's undeniable need for digital growth with environmental sustainability. Experts suggest several potential solutions. Creating a new, sector-specific category for data centres within the EIA notification would allow for tailored regulations that address their unique footprint. This could include mandating the use of green energy, setting strict water usage efficiency benchmarks, promoting advanced cooling technologies that use less water, and enforcing robust e-waste management plans for obsolete hardware. The government has formed a working group to examine energy and water efficiency for digital infrastructure, signaling some acknowledgment of the issue. However, a clear, updated national policy on data centres, which has been in draft form since 2020, is seen as a critical next step to provide uniform standards across the country.
