What is Changing?
The Ministry of Road Transport and Highways (MoRTH) has introduced crucial amendments to its guidelines, specifically targeting the design and construction norms for elevated corridors and flyovers. For years, standardised but often expensive design specifications
were applied across the board. The new circulars introduce more flexibility, allowing for design and material choices that are better suited to the specific needs of a project, rather than a one-size-fits-all approach. This marks a significant move away from rigid legacy models that often resulted in over-engineering and inflated costs, especially for smaller or less complex structures.
The Core of the Cost Reduction
The primary mechanism for cost-saving lies in optimising the design of girders—the main horizontal support beams. Previously, more complex and costly segmental construction (building in sections) was often mandated even for shorter spans where simpler, more economical options would suffice. The revised notifications encourage the use of more cost-effective solutions like I-girders or box girders for spans of typical lengths. By allowing contractors and engineers to choose the most efficient design based on span length and load requirements, the ministry aims to slash expenditure on materials and reduce overall construction time. This simple-sounding technical change has massive financial implications, potentially freeing up significant capital for other projects.
Impact on Tolls and Timelines
While the headline change is about construction costs, the ministry has also been rationalising related policies. Recently, MoRTH amended the rules for calculating tolls on highways with major structures like bridges and elevated sections. A new formula now puts a cap on how much the presence of a structure can inflate the tollable length of a road, potentially lowering costs for commuters on many routes. Separately, the ministry has also revised project timelines, allowing for more realistic construction periods of up to six years for complex projects, acknowledging that unrealistic deadlines can lead to increased costs and disputes. This holistic approach aims to make the entire lifecycle of highway projects more efficient, from bidding to construction and public use.
Accelerating India's Infrastructure Goals
These reforms are not happening in a vacuum. They are a critical component of India's ambitious infrastructure development agenda, including flagship programmes like the National Infrastructure Pipeline and Bharatmala Pariyojana. By bringing down the per-kilometre cost of elevated highways, the government can stretch its budget further, enabling the construction of more roads, flyovers, and bridges. This means faster project approvals, accelerated building timelines, and ultimately, a more rapid expansion of the country's road network. For citizens, this translates into better connectivity, reduced travel times, and a significant boost to economic activity as goods and people are able to move more freely.
What Happens Next?
The revised notifications are set to apply to all new national highway projects that will be bid out going forward. Contractors and construction firms will now be able to factor these new, more flexible design options into their bids, which should foster more competitive and cost-effective proposals. While the changes will not apply retrospectively to projects already under construction, they will define the next generation of India's elevated road infrastructure. The National Highways Authority of India (NHAI) has already begun directing its field offices to process new toll notifications and revisions under the recently amended rules, signalling that the implementation of this new, leaner approach is well underway.
