Understanding the Exodus
Recent reports indicate that between 100 and 120 scientists and technical experts have resigned or taken voluntary retirement from ISRO in the past few months. While the Department of Space has not released official figures, sources suggest the departures
are significant enough to warrant intervention, with a large number reportedly coming from critical centres like the U R Rao Satellite Centre (URSC) in Bengaluru and the Vikram Sarabhai Space Centre (VSSC) in Thiruvananthapuram. In response, the government has reportedly tightened rules for resignations and retirements for personnel working on critical national missions like Gaganyaan. This isn't the first time ISRO has faced attrition, but the current wave is notable for involving senior scientists from flagship programmes.
The Pull of the Private Frontier
A major driver behind the departures is the meteoric rise of India's private space sector. Since the government opened the sector to private participation in 2020, over 400 startups like Skyroot Aerospace, Agnikul Cosmos, and Pixxel have emerged. These companies, often founded by former ISRO scientists, offer what the public sector struggles to match: significantly higher salaries, lucrative stock options, and faster career growth. An entry-level scientist at ISRO might earn a fraction of what private firms offer, and the gap widens dramatically for experienced professionals. The founders of Skyroot Aerospace, for example, are engineers who left ISRO and now hold stakes in a company valued at over a billion dollars.
More Than Just Money
While compensation is a major factor, the reasons for leaving run deeper. Many scientists are drawn to the dynamic, fast-paced environment of startups where the gap between an idea and its execution is much smaller. They offer opportunities to assume leadership roles earlier and the creative freedom to develop technology from the ground up. Conversely, some reports point to a 'stifling weight of public sector bureaucracy' and rigid hierarchies within government institutions that can slow down progress and limit autonomy. Delays in high-profile missions and a perceived centralisation of decision-making have also been cited as contributing to burnout and frustration.
A Brain Drain or a Brain Gain?
The narrative isn't entirely negative. Some experts argue this isn't a 'brain drain' but a natural 'brain circulation' in a maturing industry. ISRO's very success created the ecosystem that now competes for its talent. Proponents of this view suggest that experienced scientists moving to the private sector helps build and de-risk new Indian space companies, ultimately strengthening the country's overall space capability. In this light, the departures are a sign that India's space economy is becoming more robust and diverse. However, the loss of institutional knowledge from mission-critical teams remains a serious concern for ISRO's ambitious long-term goals.

The immediate concern is the potential disruption to key national projects. With goals like the Gaganyaan human spaceflight mission, a future lunar station, and sending an Indian to the Moon by 2040, losing experienced personnel is a significant setback. While ISRO officials have stated that key projects remain on track, the organisation was already operating with thousands of vacancies before this recent wave of resignations. The government's move to restrict exits from critical projects underscores the strategic importance of retaining this expertise. The challenge for ISRO is not just about filling vacancies but about adapting to a new era where it is no longer the only destination for top space talent in India.
